This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2024 International Residential Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval. GENERAL REQUIREMENTS: The City of Tucson adopted the 2024 IRC with amendments and building ordinances for all dwellings. This is the appropriate building code for permit applications submitted after January 1, 2026. Place the current reference code on sheet G0.2. Construction plans require minimum code compliance for approval. The submitted plans are not compliant as documented with these comments and require alteration before approval. Provide a separate response letter addressing each comment with location of change on the plans. GENERAL COMMENTS: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Codes/Building-Codes 1. Show compliance with the Inclusive Home Design Ordinance adopted by the City of Tucson Ordinance #10463 on 10/16/2007. Notate accessible route, minimum door width, changes in floor elevation, door hardware, electrical outlet reach range, grab bar reinforcement, etc. SITE PLAN: 1. Show the utility meters and lines from the utility source to the building, R106.1.1. Identify the utility lines requiring upgrade or replacement for supplying the demand of the proposed dwelling. 2. Show the dimensions between the building and property lines to the west and south. 3. Each dwelling building requires a street address and a separate permit, R319. Show Pima County assigned unit numbers at each dwelling on the site plan 4. Each dwelling unit should have an individual 3-foot clear space (including the roof projections) known as the fire separation distance for reducing fire spread to the adjacent property. Portions of buildings placed in a fire separation distance require one-hour fire-resistive construction in compliance with IBC Table 721.1(2). PLANS: 1. Provide a cool (white) roof finish (greater than 60 SRI) as required by the ADU provisions. 2. Provide a complete roof framing plan with rafters sized with appropriate prescriptive load carrying capacity, R301.1 or provide an engineer’s sealed plan set for performance compliance consideration, R301.1.3. SECTIONS - DETAILS: 1. Provide a wall section detail with reinforced foundations for anchoring exterior framed walls with pressure treated sills including ½” anchor bolts with 7” embedment, R403.1.6. 2. Show exterior wood siding, sheathing, water-resistive barrier and wall framing with a 6” clearance above the ground (R317.1 item 5). 3. Show insulation compliance values for ceiling R=38 and walls R=13. Also, note the maximum “U” factors of the windows as well as the solar heat gain coefficient SHGC minimum value of 0.25, N1102.1. MECHANICAL PLANS: 1. Show the HVAC system size for the building demand in accordance with M1401.3, M1601.1. 2. Provide (an HVAC system with fresh air intake) whole-house mechanical ventilation with controlled exhaust, R303.4; N1103.6 & M1505.4. Identify the device model number providing an adjustable setting and note the minimum continuous setting. A one-room dwelling under 1501 SF requires a 30 CFM continuous setting. PLUMBING PLANS: 1. The Tucson Water Department limits flow rates for the water meter size in compliance with P2903.7. Show an appropriate water meter size for the additional demand. Show an appropriate yard pipe size with connection between the existing dwelling and the meter. 2. Show an individual accessible water supply shut off and water heater for the proposed dwelling unit, P2903.9.1. ELECTRICAL PLANS: 1. Provide a Riser Diagram showing a service disconnect for both the primary and ADU dwelling, E3403. Show the ADU feeder size and appropriate breaker requirement, E3602.1 & E3603.1 with a minimum rating of #3 copper 75 degree C for the 100 AMP feeder, E3602.1 & E3603.1. 2. Show a surge-protective device (SPD) as an integral part of or placed immediately adjacent to the service equipment, E3606.5. 3. Show receptacle outlets at wall spaces 2’ or more with no wall point (exclude door openings) more than 6’ from a receptacle outlet, E3901.2. 4. Show two or more 2O AMP small appliance circuits at the kitchen countertop receptacle outlets; they may not extend to other locations, E3703.2 and E3901.3. GFCI protected, E3902.6. 5. Show a bathroom receptacle with a separate 20 AMP dedicated circuit, E3703.4 and E3901.6. 6. Interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights, and smoke detectors require combination type arc-fault circuit interrupters, E3902.20. Add notation to plans. INTERNATIONAL ENERGY CONSERVATION CODE: 1. Energy Certificate: (Mandatory) place near the indoor furnace or in utility room, N1101.14. Add notation to plans. A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 - .9. RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Correct plans, as noted in the comments below, along with a response letter indicating how all Site Zoning comments were addressed. 1. Please add the proposed 6’ wall shown on Sheet A1.01 to the project description. This fence can be permitted through this current permit request. 2. Show the distances from each side of the ADU to its nearest lot line on Sheet A.01. 3. Although stated and a legend shown on Sheet A.01, please show the 20’ front setback and the 5’ side and rear setbacks within the lot boundaries. 4. If the ADU is located within the 5’ the rear setback, a neighbor waiver is required from the owners of the property at 2801 and 2807 E Beverly Dr. If the ADU is located outside of the 5’ rear setback but the located within 5’ of the west side setback, obtain a neighbor waiver from the owner of 2802 E 20th St. Neighbor waivers needs to be applied directly to the site plan. Please be aware that the DDO process takes about 6 weeks. 5. Submit a landscape plan on the revised site plan. City of Tucson Ordinance No. 12219 was effective as of January 1, 2026. This ordinance is an amendment to the Unified Development Code. UDC Article 7, Section 7.6.10 and requires landscaping for all new single family residential, middle housing development, and accessory dwellings. It is not necessary to hire a landscape architect. The landscape plan is to be applied directly onto the site plan. A 4’ ADA walkway is required from the ADU to the public right or way. This exterior accessible route shall conform to 2017 ICC A117.1 Sections 402 and 403 and City of Tucson Inclusive Home Design Ordinance. 7. Please revise the lot coverage shown Sheet A.01on Per UDC 6.4.3.B.3.a thru c., lot coverage includes the square footage of all enclosed structures and all vehicle use areas. Porches are not included in this calculation. 8. Additional comments may be forthcoming depending on responses to zoning review comments and plans submitted for the next review.
