PLAN REVIEW COMMENTS

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

GENERAL REQUIREMENTS:

The City of Tucson adopted the 2018 IRC with amendments and building ordinances for all dwellings. Show the current code reference on the plans.

Provide a response letter addressing each comment with location of change on the plans. Submit separate letter and plan set files.

GENERAL COMMENTS :

1. Each duplex building requires a separate permit with appropriate address and unit number.
2. Plans submitted for a newly constructed one- or two-family dwelling after July 1, 2009 require a solar photo-voltaic system, or future installation preparation City of Tucson Ordinance #10549 .
a. Show a minimum 300 SF clear solar-ready zone on a roof or framing plan, T103.3. Model plans should show four typical south facing roof surfaces.
b. Label a double breaker space for future Photo Voltaic on the panel schedule opposite end from the main/supply side, T103.9. Provide a future PV breaker space at the last panel space.
3. Plans submitted for a newly constructed one- or two-family dwelling after June 1, 2010, require gray water utilization or preparation, Ordinance #10579/11089 revised July 9, 2013. Property with 200 to 400 SF of available distribution area requires piping for one gray water fixture, and a property with over 400 SF requires complete compliance. Show a gray drain-line discharge for all second story bathing fixtures through an exterior-wall drop on the plumbing plan. Include an aliened purple colored 2” or 3” vertical drop to a cleanout cap 2’ above grade.
4. Show compliance with the Electric Vehicle Supply Equipment Ordinance adopted by the City of Tucson Ordinance #11844 on 6/22/2021. Include a 40 ampere 240-volt dedicated branch circuit with a NEMA 14-50R receptacle for charging an electric vehicle at a proposed parking space.

SITE PLAN:

1. Show the location of the proposed building under this permit and utility meters and gas, water, electric and sewer lines from property line to the building, R106.1.1. Show the location of sewer HCS coordinated with Pima County Wastewater for this building permit, R106.1.1. https://www.pima.gov/1766/Wastewater-Reclamation
2. Show the square footage of the duplex and carports, R106.1.1.
3. Each dwelling unit should have an individual 3-foot clear space (including the roof projections) known as the fire separation distance for reducing fire spread to nearby buildings. The connecting carports in a fire separation distance require one-hour fire-resistive construction in compliance with IBC Table 721.1(2).

PLANS:

1. Show a maximum ½” floor elevation changes at a notated accessible route entrance on the floor plan, R106.1.1. Include the threshold condition at the vehicle doorway or an exterior hinged door when the garage is used for the accessible route.

SECTIONS - DETAILS:

1. Show one-hour fire-resistive framed construction separating dwellings from floor to roof in compliance with IBC Table 721.1(2).
2. An unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38 or R-30 when extended over the wall top plate for additions under 500 SF. Clarify the ceiling/roof insulation detail showing the air-impermeable rigid insulation material adhered to either side of the roof sheathing along with the batt insulation.

PLUMBING PLANS:

1. Tucson Water Department limits flow rates for each water meter size in compliance with P2903.7. Show an appropriate yard pipe and water meter size. The 3/4” yard pipe shown on sheet P-1 is undersized.

ELECTRICAL PLANS:

1. Show a smoke alarm on each story of the dwelling, R314.3.3.
2. Provide the Electric Vehicle Supply Equipment 40 ampere 240-volt dedicated branch circuit with a NEMA 14-50R receptacle and label the circuit “EV Ready” and locate the receptacle at a parking area, N1104.2.1. Include the Electric Vehicle load entry (typically 7680 watts) in the electrical load calculations (continuous demand) like the HVAC entry, N1104.2.2. The future PV load entry may be removed under the adopted appendix T.

OUTDOOR LIGHTING CODE

1. Show full cutoff fixtures were located within 25 feet from the property line OLC 401.3.3.

INTERNATIONAL ENERGY CONSERVATION CODE:

1. Energy Certificate: (Mandatory) place near the indoor furnace or in utility room, N1101.14. Add notation to plans.

06/11/2025 Site Engineering - Standard REQUIRES RESUBMIT The Expansion of this site is in excess of 25% for the total developed square footage of the lot. This follows the Unified Development Code 7.4.3 and 3.3.3.g.2.A.b and therefore will require for a Development Package to be submitted for the entire site in accordance with 2-06.0 of the Administrative Manual. The associated residential building permit TC-RES-0525-02625 will not be able to proceed forward to approval until a development package is submitted and approved for the site.

This site is located in an R-2 zone (UDC 4.7.9). A multifamily development is permitted in R-2 subject to use-specific standards 4.9.7.B.6, .9, & .10.

RESUBMITTAL OF THE FOLLOWING IS REQUIRED:

1. (COMMENT) Based upon the zoning and dimensions of the property, up to 12 dwelling units are permitted on this lot.

2. (COMMENT) Per UDC 11.3.7.A.3, a multifamily development is defined as “Any residential development consisting of three or more dwelling units on an integrated site or single lot.” As such, this site is considered a multifamily development subject to commercial development standards.

3. (COMMENT) The proposed project – the addition of four dwelling units – will increase the gross floor area of this site by at least 25%. As such, the entire existing site will be required to come into compliance with current UDC regulations regarding motor vehicle and bicycle parking (UDC 7.4), landscaping and screening and native plant preservation (UDC 7.6 and 7.7 and UDC TSM 4-01.0.0 and 5), stormwater management (UDC 7.11 and 7.14 and UDC TSM 4), solid waste disposal (UDC 7.15), pedestrian circulation UDC TSM 7).

4. (COMMENT) Per UDC Table 7.4.4-1, for multifamily developments (0-70 units per acre), the minimum required motor vehicle parking is based on the number of bedrooms in each unit as follows:
• Studio, less than 400 sq. ft. GFA - 1.00 space per dwelling unit
• Studio, more than 400 sq. ft. GFA, and 1 Bedroom - 1.50 spaces per dwelling unit
• Two Bedrooms - 2.00 spaces per dwelling unit
• Three Bedrooms - 2.25 spaces per dwelling unit
• Four or More Bedrooms - 2.50 spaces per dwelling unit

5. (COMMENT) Per UDC Table 7.4.8-1, the minimum required bicycle parking spaces for multifamily development is as follows:
• 0.10 short-term bicycle parking spaces per bedroom. The minimum requirement is 2 spaces.
• 0.5 spaces per bedroom. The minimum requirement is 2 spaces.

6. (COMMENT) Please see the references cited in comment 3 for further required changes to the submitted site plan as the submitted site. The new site plan, and all site-related documents, should be submitted as part of the development package. Building plans, including floor plans and elevations, should be resubmitted as part of a “commercial alternation/addition” building permit. This current permit should be voided as this project does not count as a “residential addition/alteration”.
