This letter reflects comments to be addressed. Provide a separate Comment Response Letter when submitting updated plans. Facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval. PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2018 IRC code compliance. The plans require sufficient detail for demonstrating an awareness of minimum building code compliance for passing all progress inspections. Provide a response letter on separate file with submitting the updated construction plan set. The construction plan set should show all proposed additions, repairs and alterations to the building and parcel. SITE PLAN: 1. Provide a site plan showing utilities for the studio, R106.1.1. Show the location of all utility lines from property line to building(s) along with required alterations. STRUCTURAL PLANS: 1. The proposed Patio Cover may be sited within the 3’ fire separation distance from a property line. Show compliance with R302.1 (City of Tucson Amended) by providing a wall with one-hour rated materials prescribed in IBC Table 721.1(2), Items 15-1.1 to 16-1.3, R106.1. A roof overhang is not permitted within 2 feet of the property line. SECTIONS - DETAILS: 1. An unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38 or R-30 when extended over the wall top plate for additions under 500 SF. PLUMBING PLANS: 1. Provide complete plumbing plans showing any changes with 2018 IRC compliance, R301.1. 2. Tucson Water Department limits flow rates for each water meter size in compliance with P2903.7. Show an appropriate yard pipe for supporting the existing and proposed dwelling buildings. 3. Show an individual accessible water supply shut off and water heater for the proposed dwelling building, P2903.9.1. ELECTRICAL PLANS: 1. Refer to Table E3705.5.3 for sizing 15-, 20- & 30-AMP branch circuit conductors and protection ratings. Update the wire sizes on the panel schedule showing 12 gauge for 20 AMP circuits. 2. Show the Bathroom receptacle with a separate 20 AMP dedicated circuit, E3703.4 and E3901.6. 3. Show a 2O AMP small appliance circuit at the food preparation countertop, E3703.2 and E3901.3. 4. Notate interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights, and smoke detectors with combination type arc-fault circuit interrupters, E3902.16. INTERNATIONAL ENERGY CONSERVATION CODE: Provide insulation details minimum (R-13 walls and R-30 small additions or otherwise R-38 ceiling) showing code compliant placement of materials and ratings, N1101. Windows require a solar heat gain of 0.25 or better. | 06/05/2024 | Site Zoning | REQUIRES RESUBMIT | ZONING REVIEW TRANSMITTAL FROM: Wyatt Berger Lead Planner PROJECT: TC-RES-0524-02808 5602 East Silver Street – R-1 Renovate storage building into studio (1st Review) TRANSMITTAL DATE: June 5, 2024 The site is in the R-1 zone (UDC 4.7.8). A single-family residence is a permitted use in the R-1 zone, subject to use-specific standards 4.9.7.B.5-.9. Additionally, an accessory dwelling unit (ADU) is a permitted use in the R-1 zone, subject to use-specific standards 4.9.7.B.6, .8, and .9, and 6.6.3. 1. Provide a site plan that meets the residential plot plan requirements found at: https://www.tucsonaz.gov/files/sharedassets/public/v/1/pdsd/documents/permits/residential-permits/residential_plot_plan_requirements.pdf. The requirements are provided in both graphic and written formats. 2. Clarify whether the proposal is a sleeping quarters or an ADU. Impact fees and a separate address will be required for an ADU. Per a Zoning Administrator’s determination dated May 29, 1996, for the project to not be considered a dwelling unit, the project is limited to an under-the-counter refrigerator, a single-basin sink, and no cooking facilities. 3. If an ADU is proposed, demonstrate compliance with all of UDC 6.6.3. If a sleeping quarters with no cooking facilities is proposed, demonstrate compliance with use-specific standard 4.9.7.B.7 by providing a floor plan of the existing residence. The “guest room” is considered a bedroom if a sleeping quarters is proposed. For any new single-family dwelling in the R-1 zone with five bedrooms, three parking spaces are required. For every bedroom over five, one additional space is required for each bedroom. For all single-family dwellings in the R-1 zone with five or more bedrooms, all parking spaces must be located on-site, either in a side or rear perimeter yard. Parking spaces may not be located in a vehicular use area in any front street perimeter yard. A parking area is not required to be developed to a commercial standard. A dustproof parking surface is required to at least a minimum of two inches of compacted pea gravel. An existing covered residential parking area may be used. Per UDC 11.4.3, the term bedroom includes all of the following: 1) Any room that is designated as a bedroom; 2) Any enclosed room that has a minimum area of 60 square feet and has an accessible opening to the exterior of the building in compliance with the International Building Code (IBC), whether termed a studio, family room, study, den, bonus room, or any other name, except for a living room, dining room, kitchen, and bathrooms; and 3) Any room designated as a bedroom for the purpose of any other requirement. 4. Perimeter yards are based on a measurement from the design grade elevation to the highest point of an exterior wall (see UDC 6.4.5.B and Figure 6.4.5-A). Per UDC Table 6.3-2.A, the required side and rear setbacks are six feet or 2/3 the height of the exterior building wall, whichever is greater, measured from the interior lot lines. Provide elevations as well as existing setbacks to determine the setback requirements for the proposal. If a sleeping quarters is proposed, the rear setback can be reduced to the south lot line in accordance with UDC 6.6.2.D by providing a neighbor’s setback waiver signed by the owners of 5601 East Water Street. The waiver shall be pasted directly onto the site plan and shall include the following language: My name is ________ and I am the owner of property located at ________. I have reviewed the site plan and have no objection to the structure being located __ feet from the property line as depicted on the site plan. Signature: ________ Date: ________ If a neighbor’s setback waiver cannot be obtained, or if an ADU is proposed, a Design Development Option (DDO) can reduce the required rear setback. Please be aware that if the setback is less than 1’-0” from the property line, a Board of Adjustment variance is required.
