Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval.

PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2018 IRC code compliance with component sizes. The plans require sufficient detail for demonstrating an awareness of minimum building code compliance for passing all progress inspections.

Separate the submitted files with construction plans and support documents in different files. Place sheet numbers on each sheet of construction plans.

Provide a clear and concise construction plan set. Sample plans are available at https://www.tucsonaz.gov/pdsd/residential-permits

SITE PLAN:

Provide a site plan showing dimensions of all buildings requiring a permit, R106.1.1. Show the location of all utility lines from property line to building(s) along with required alterations.

FLOOR PLAN:

Provide a floor plan showing each proposed room with labeled function and dimensions. Show door locations and window sizes with type identified as XO or SH.

STRUCTURAL PLANS:

1. Provide complete structural plans showing compliance with the IRC, R301.1. Show all proposed repairs and alterations with 2018 IRC compliance, R301.1.

SECTIONS - DETAILS:

1. Provide a structure section showing existing and proposed features including a foundation, sills, anchoring, framing, sheathing and insulation, R106.1.
2. Show a complete cross-section detail of the new exterior wall, R106.1.1. Show the minimum 12” x 12” continuous #4 rebar reinforced footing, R403.1. Show with dimensions the exterior wood siding, insulation, interior sheathing, and pressure treated sill anchored with ½” x 10” bolts. Show the wall assembly with a 6” clearance above the ground or 2” clearance above an exterior concrete surface, R317.1 item 5.
3. An unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38 or R-30 when extended over the wall top plate for additions under 500 SF.

PLUMBING PLANS:

1. Provide complete plumbing plans showing pipe and vent sizes and locations with 2018 IRC compliance, R301.1.
2. Tucson Water Department limits flow rates for each water meter size in compliance with P2903.7. Show an appropriate yard pipe for supporting the existing and proposed dwelling units.
3. Show an individual accessible water supply shut off and water heater for the proposed dwelling building, P2903.9.1.

MECHANICAL PLANS:

Provide equipment details showing any changes with 2018 IRC compliance including locations and sizes. Provide a Manual J report identifying cooling demand.

ELECTRICAL PLANS:

1. Provide a Riser Diagram showing a sub panel and feeder size for proposed dwelling unit, NEC 225.30, E3403, Table E3704.2(1).
2. Designate the circuit number at the location of each light fixture, receptacle, appliance, and equipment disconnect switch, E3404.12.
3. Provide a panel schedule showing panel size, circuit numbers, ampacity, wire size and general description, E3404.13 & E3706.2Provide proposed wiring details showing code compliant device locations and circuit sizes. Show circuit number and size with receptacles at all walls (within 6’ of any wall location) and lighting control at each doorway both interior and exterior. Receptacle, lighting and smoke detector circuits require arc-fault protection.

INTERNATIONAL ENERGY CONSERVATION CODE:

Provide insulation details minimum (R-13 walls and R-30 small additions or otherwise R-38 ceiling) showing code compliant placement of materials and ratings, N1101. Windows require a solar heat gain of 0.25 or better.

OUTDOOR LIGHTING CODE

Provide any alterations with details showing compliant fixtures. Show compliance with City of Tucson Outdoor Lighting Code with an approved lighting calculation in accordance with OLC 3.1.2. Include all exterior fixtures on the property in the calculations or show proposed fixtures as Full Cut Off (night sky friendly).

Provided a detail comment response letter with your submittal that clearly shows how you have addressed all comments with your next submittal.

This site is located in the R-1 zone (UDC 4.7.8). A single-family residence (SFR) is a permitted use in this zone (Table 4.8-2). See Use-Specific Standards 4.9.7.B.5 - 9.

1. Clarify what you are proposing for this project. Is this a 2nd dwelling unit, an accessory dwelling unit (ADU), or a sleeping quarters? A 2nd dwelling or ADU will be subject to impact fees. Based on the provided floor plan showing a double sink and full size refrigerator the proposed is a second dwelling unit. If you are wanting a sleeping quarters the sink needs to be a single bowl bar type sink and the refrigerator has to be an undercounted refrigerator. If you are wanting an ADU the application needs to show this.

2. Provide a residential plot plan that meets the requirements found at: https://www.tucsonaz.gov/files/pdsd/forms/Residential_Plot_Plan_Requirements.pdf. The plot plan shall include:
a. Show all existing structures, dwelling & shed, on the plot plan. The shed structure at the northeast corner of the dwelling shows up sometime after 2020. Zoning was not able to find approved permit or zoning compliance reviews for this structure. It this structure is greater than 200 sq. ft. building code review is required, if less than 200 sq. ft. zoning compliance review is required. Either review can be included in the permit for the casita.
b. The lot coverage calculation is not correct. Review UDC Article 6.4.3 and the example shown on the Residential Plot Plan Requirements found at: https://www.tucsonaz.gov/files/pdsd/forms/Residential_Plot_Plan_Requirements.pdf, and provide a correct lot coverage calculation.
c. The 10’-0” setback show along the north, south & east property line is not correct and should be 6’-0” or 2/3 the height of the exterior wall, greater of the two (Table 6.3-2.A).
d. The plot plan shall be drawn at an engineering scale, i.e. 1” = 10’, 1” = 20’. Indicate the scale on the plan.
e. Provide the zoning of this property and all adjacent properties.
f. Show the location of all utilities on the plan.

3. The cover sheet/site plan is very difficult to read, all text is blurry.

4. Label the elevations so that Zoning can determine which elevations is towards the property lines. As perimeter yard setbacks are based on a measurement from design grade to the highest point of the exterior wall UDC Article 6.4.5.B & Figure 6.4.5-A, provide height dimension to design grade.
