This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval. GENERAL REQUIREMENTS: The City of Tucson adopted the 2018 IRC with amendments on 1/1/2019. Show the current code reference on the plans. SECTIONS - DETAILS: 1. Show the finished floor with 6” minimum height above finished grade, R404.1.6. 2. Show exterior wood siding, sheathing and wall framing with a 6” clearance above the ground (R317.1 item 5). The weep screed may extend with a minimum clearance 4” above grade or 2” above paved areas, R703.7.2.1. Update detail #1/A102. 3. Show an unvented roof assembly with all insulation at the roof including an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing as part of the total insulation requirement, R806.5. PLUMBING PLANS: 1. Show a terminal cleanout rather than a 2-way outside from the kitchenette sink, P3005.2.5. MECHANICAL PLANS: 1. Provide (an HVAC system with fresh air intake) whole-house mechanical ventilation, or controlled exhaust with a calculated airflow rate, R303.4; N1103.6 & M1505.4. Show the system and appropriate flow rate setting on the plans. A one bedroom dwelling under 1501 SF requires a 30 CFM continuous setting. 2. Provide demand calculations in accordance with Manual J standards, M1401.3, M1601.1. Notate if the mechanical plans if system calculations will be provided by deferred submittal. ELECTRICAL PLANS: 1. TEP may require the service panel for the property at the closest building to the service transformer. A service line change or a new meter location must be coordinated with TEP for approval. INTERNATIONAL ENERGY CONSERVATION CODE: 1. Energy Certificate: (Mandatory) place near the indoor furnace or in utility room, N1101.14. Add notation to plans. 05/26/2023 | Site Zoning | REQUIRES RESUBMIT | ZONING REVIEW TRANSMITTAL FROM: Wyatt Berger Lead Planner PROJECT: TC-RES-0523-05337 2714 East 21st Street – R-1 Detached sleeping quarters (1st Review) TRANSMITTAL DATE: May 26, 2023 Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. The site is in the R-1 zone (UDC 4.7.8). A single-family residence is permitted in the R-1 zone, subject to use-specific standards 4.9.7.B.5-.9. The following comments are relative to an application for a Design Development Option (DDO) (UDC 3.11.1). 1. Provide a floor plan of the existing residence to demonstrate compliance with use-specific standard 4.9.7.B.7. For any single-family dwelling in the R-1 zone with five bedrooms, three parking spaces are required. For every bedroom over five, one additional space is required for each bedroom. If three or more motor vehicle parking spaces are required, all parking spaces shall be located on-site, either in a side or rear perimeter yard. Parking spaces may not be located in a vehicular use area in any front street perimeter yard. An existing covered residential parking area may be used. Refer to UDC 11.4.3 for the definition of “Bedroom.” 2. Include all proposed and existing driveways within the lot coverage calculation. Vehicular use areas include any area of the site used for the movement, parking, or standing of motor vehicles. Refer to UDC 11.4.23 for the definition of “Vehicular Use Area.” 3. Show all existing structures on the site plan. There are two detached accessory structures along the west lot line. Clarify whether these structures will be removed or placed elsewhere on the site. 4. A carport, attached to the existing residence, appears in aerial photography beginning in 2006. The Zoning Review Section was unable to determine whether a permit was obtained for this carport. Either provide permit documentation for this carport or include it within this permit’s scope of work. Per UDC 6.4.5.C.1.a, the minimum required front street setback is 20’-0”; proposed setback is 15’-0”. Design Development Option (DDO) approval is required if the carport was constructed without a permit. Provide the height of the carport to determine the required side perimeter yard setback. 5. Perimeter yard setbacks are measured from design grade to the highest point of a wall (UDC 6.4.5.B and Figure 6.4.5-A). Per UDC Table 6.3-2.A, when a residential use is adjacent to a non-residential zone, the required setback is ten feet or ¾ the height of the proposed wall, whichever is greater, measured from the property line. Based on a wall height of 8’-6”, the required rear perimeter yard setback is 10’-0”; proposed setback is 6’-0”. DDO approval is required to reduce this setback.
