Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. For facilitating a shorter review time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. Provide a response letter addressing each comment with location of change on the plans. Submit the separate response letter and plan set files.

Site Engineering Review Comments:
1. This property located at 2411 E ELM ST is located entirely within a designated City of Tucson Flood floodplain associated with the Wilson wash. As this is a residential building permit for a Fire repair/remodel to a PRE-FIRM (1964) structure located within a designated flood hazard/floodplain, it will require the submission of a separate floodplain use (FPU) permit application. The floodplain use (FPU) permit is an entirely separate permit that can be submitted within the sub-records of this residential permit through TDC Online.
b. The flood plain use permit will involve the substantial improvement/substantial damage (SI/SD) process with the submission of a cost estimate from the registered contractor. The cost estimate must be submitted on official company/contractor letterhead and shall itemize all costs associated with the proposed scope of work, broken down into separate line items including, but not limited to: ALL MUST BE SEPERATED or Resubmission will be required
i. Labor (all trades)
ii. Materials and Equipment
iii. Overhead and Profit
iv. Warranties, Permits, and Fees
c. The cost estimate must reflect the full market value cost to complete the proposed work. Estimates that reflect only partial scopes, discounted rates, or owner-supplied labor must still account for the fair market value of all work performed. NOTE: Lease agreements, payment plans, financing agreements, or any other financial instrument will not be accepted as a substitute for a bona fide contractor cost estimate.
d. After review of the provided plan set – as there are both repairs as well as improvements. It is required that two cost estimate breakdowns be provided at time of submission for the FPU permit. Ensure proper formatting and sufficient details are provided so that it can be clearly understood at time of submission what exactly is repair costs vs improvement/renovation costs across both cost estimate breakdowns.
e. When it comes to repairs – it will be required that all items to bring the home back to PRE-Damaged condition be included within the cost estimate for repairs breakdown. What this exactly means is if the homeowner were to decide not to replace items or went with more cost-effective measures – These items would still need to be shown on the cost-estimate and would need to be labeled/shown that these items are not being performed but were existing and were decided against.

2. Site Engineering will be unable to approve permit TC-RES-0426-02291 until the associated FPU permit is approved. It is recommended that the FPU permit process be started and achieve approval and issuance prior to the resubmission of this permit to ensure no project delays and review overlap.
