| 05/06/2026 | Residential Zoning | REQUIRES RESUBMIT | PDSD TRANSMITTAL FROM: Roxanne Johnston Planner PROJECT: TC-RES-0425-02220 132 E Ajo Wy, Tucson, AZ 85713 Group Home Conversion to Duplex (6th Review) TRANSMITTAL DATE: 05/06/2026 This site is located within the R-2 Zone (UDC 4.7.9). A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.6, .9, & .10. RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Please correct plans, as noted in the comments below, along with a response letter indicating how all Site Zoning comments were addressed. 1. The 04/30/2026 ROW Engineering review comment states that the driveway shown on the site plan is to be relocated and shared with the property under same ownership at 136 E Ajo Way. Somewhat related is that parking requirements have changed as of 01/01/2026 which may affect the redesign of the site plan. The site plan on Sheet C-1 shows four parking spaces. UDC Table 7.4.4-1 requires only 1 space per residential unit within the R-2 zoning. Therefore, per this table, only 2 parking spaces are required: 1 per unit. UDC 4.9.7.12 is an addition to the new code amendment (link shown below under Ordinance No. 12219, an amendment to the Unified Development Code) and states " Front yards are permitted one driveway no more than 20 feet in width and up to 400 square feet of additional vehicular use area.” In theory, 400 sq. ft. will only fit 2 parking spaces, so no additional parking would be available in the front yard setback. Additionally, Short of redesigning the project to allow for parking along the side or rear yard, it is possible to apply for a parking waiver to reduce or eliminate parking requirements. For a back story, the permit number was issued a year ago and the response letter provided with this packet was dated before Zoning staff was more familiar with Ordinance No. 12219. The ordinance was approved with the idea to encourage more housing per State of Arizona requirements which it also provides more flexibility for development of the lot. Effective Jan. 1, 2026, parking waiver applications are available to development within ¼ mile of a bus line or certain bicycle routes within a mapped area shown in the following link: https://middle-housing-cotgis.hub.arcgis.com/pages/Parking-Waiver-Eligibility . The subject property lies within this mapped area and therefore qualifies for a parking waiver. Approval of the waiver application is a possible solution regarding parking. If requesting a parking waiver, here is a sample statement that would be applied directly to the site plan: "No onsite parking provided per the proximity of the site to the transit stop/bicycle route located at ________ as allowed by Middle Housing Standards." Approval of the waiver takes no additional time. 2. Sheet C-1 shows landscaping. Per UDC7.6.8., (as amended per Ord. No. 12219) all new single family residential (this project falls under this category because it was formerly commercial) is required to provide one canopy tree per every 1,000 gross floor area (rounded up) which means that the project requires 3 trees if it is going to follow the Middle Housing exceptions discussed throughout these comments. 50% of the trees need to be located in the front yard. In addition, vegetative groundcover is required within the front yard setback using the following equation: (X Linear feet of Street Frontage) – (Y Curb cut width) x (5 Foot Depth) = Z Square Feet of vegetative ground cover. Please review the following link which breaks down the landscape requirements: https://middle-housing-cotgis.hub.arcgis.com/pages/Residential-Landscaping-Code and add the required information. 3. The response letter dated February 11, 2026 states that the shed has been removed. Please remove it from the site plan and make a note on the site plan that the former 6’ X 8’ shed has been removed. 4. Additional comments may be forthcoming depending on responses to zoning review comments and plans submitted for the next review.
