This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval. GENERAL REQUIREMENTS: First review of the as-built plan set with description of CONVERT GAME ROOM INTO APARTMENT. A permit requires the correct application type. Request the cancellation of this application for addition/alteration and apply for an ADU or new dwelling permit. A permit including a new cooking appliance such as a stove establishes the unit as a dwelling or small 2nd unit (ADU). An impact fee payment is required for an ADU or second dwelling at the time of permit payment. Provide a separate response letter addressing each comment with location of change on the plans. PLANS: 1. Show the exterior building dimensions and clarify if the patio is covered, R106.1.1. 2. Individual dwelling units require separation with a 1-hour fire-resistance rated assembly without openings, R302.3. Provide a detail or notation showing compliance with 703.3 of the 2018 IBC. 3. Show the beam size spanning the open room for supporting live and dead structural loads (Table R602.7(3)). SECTIONS - DETAILS: 1. Provide a wall section detail with reinforced foundations for anchoring exterior framed walls with pressure treated sills including ½” anchor bolts with 7” embedment, R403.1.6. MECHANICAL PLANS: 1. Show the HVAC system size for the building demand in accordance with M1401.3, M1601.1. INTERNATIONAL ENERGY CONSERVATION CODE: 1. Show wall and ceiling compliance with the energy code requirements, N1102.1. OUTDOOR LIGHTING CODE 1. Provide full cut-off FCO style fixtures or provide an Outdoor Lighting Calculation including all exterior fixtures on the property for determining compliance within exterior lighting limits. Show full cutoff fixtures were located within 25 feet from the property line OLC 401.3.3. 2. Show the proposed exterior fixtures as full cut-off (FCO) style for eliminating the need for an Outdoor Lighting Calculation when processing the site plan permit. This site is located in the R-2 zone (UDC 4.7.9). A Middle Housing development is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.6, .9, & .10. Comment 1: Per Middle Housing (MH) Ordinance 12219, three housing units on one site is no longer considered a commercial project and is allowed on a residential lot. A development package (DP) is not required for this permit to be approved. Comment 2: In order for Middle Housing (MH) policy and requirements to apply to this project, please label this conversion as a Middle Housing project. Comment 3: Per MH Ordinance 12219, only one parking space is required per unit. Parking on this site may be reduced to three spots in total. Bicycle parking is also not required for residential projects. Comment 4: Please include landscaping details that meet the requirements for MH standards. Outlined below are the basic requirements for MH projects. If the landscaping requirements cannot be integrated into the site plan, then a Board of Adjustment (BOA) variance would be required. Landscaping details may be included in the site plan; a separate landscaping plan is not required. According to the site plan, the proposed remodeled unit is 788 SF, which would round up to one tree. Fifty percent of new trees are required to be placed in the front yard setback area; the new tree should be placed as such. Vegetative groundcover is required within the front yard setback per the following calculation (X linear feet of Street Frontage)- (Y Curb cut width) x (5 Foot Depth) = Z Square Feet of vegetative groundcover. Please draw, label, and dimension this area on the site plan. Comment 5: Please include the height of the existing chain link fence shown on the site plan. Label the height of the existing masonry fence on the east edge of the property.
