PLAN REVIEW COMMENTS

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. Provide a separate Comment Response Letter when submitting updated plans. Facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2018 IRC code compliance.

Provide a response letter addressing each comment with location of change on the plans. Submit separate letter and plan set files.

SITE PLAN:

1. Show the location utility meters and gas, water, electric and sewer lines extending to the proposed building, R106.1.1. Identify the utility lines requiring upgrade or replacement. Check with TEP customer service for feasible service line options if passing over the roof. https://www.tep.com/electric-service-requirements. The service panel should be located at the proposed building close to the service transformer.

SECTIONS - DETAILS:

1. Show exterior wood siding, sheathing and wall framing with a 6” clearance above the ground (R317.1 item 5). The weep screed may extend with a minimum clearance 4” above grade or 2” above paved areas, R703.7.2.1. Update detail #1 on sheet D-1.0.

PLUMBING PLANS:

1. Show the water heater rating, P2801.1.
2. Show each gas pipe segment sized in conformance with Table G2413.4(1). Existing gas pipes may require upgrading with this system alteration.

MECHANICAL PLANS:

1. Clarify the cooling capacity in accordance with M1401.3, M1601.1. The equipment schedule on the plans is not sized in accordance with Manual J calculations.

ELECTRICAL PLANS:

1. Show a minimum service conductor rating of 100 AMP for the subpanel feeder (#3 copper 75 degree C), E3602.1 & E3603.1.

1. This project lies withing a recognized floodplain and requires a Floodplain Use Permit (FUP) with an elevation certificate. The base flood elevation (BFE) at the location of the guest house is 2514.85ft NAVD88. This requires that the finished floor elevation (FFE) be constructed at a minimum of 2515.85ft NAVD88. The finished floor elevation as proposed on the provided site plan is adequate

New Sleeping Quarters (1st Review)

TRANSMITTAL DATE: May 19, 2025

COMMENTS: Resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This site is located in the R-1 zone (UDC 4.7.8). A single-family residence with a sleeping quarter, is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 – 9.

1. Per a Zoning Administrator Determination for the proposed to be considered a sleeping quarters the refrigerator is required to an undercounter refrigerator. If the refrigerator is to remain as shown on the plan impact fees apply.

2. Provide the legal description “COLONIAL ESTATES LOT 10 BLK 2” on the plot plan.

3. As the sleeping quarters is considered a bedroom, UDC Article 11.4.3 definition of Bedroom, provide a full floor plan for the existing residence so that Zoning can determine if the requirements of UDC Article 4.9.7.B.7 apply. UDC Article 4.9.7.B.7 states “For any new single-family dwelling in the R-1 zone with five bedrooms, three parking spaces are required. For every bedroom over five, one additional space is required for each bedroom. For all single-family dwellings in the R-1 zone with five or more bedrooms, and for all lots containing two or more single-family dwellings, with the second dwelling having more than one bedroom, all parking spaces must be located on-site, either in a side or rear perimeter yard. Parking spaces may not be located in a vehicular use area in any front street perimeter yard. A parking area is not required to be developed to a commercial standard. A dustproof parking surface is required to at least a minimum of two inches of compacted pea gravel. An existing covered residential parking area may be used.
