05/10/2024 | Site Zoning | REQUIRES RESUBMIT | FROM: PDSD Zoning Review PROJECT: TC-RES-0424-02101 901 N 3RD AV. – HR-3 Convert Storage to ADU w/ Bath Addition (1st Review) TRANSMITTAL DATE: May 10, 2024 Resubmit revised drawings detailed response letter, which states how all Zoning Review Section comments were addressed. This site is located in the R-3 zone (UDC 4.7.12). A single-family residence (SFR) with an accessory dwelling unit (ADU) is a permitted use in this zone (Table 4.8-2). See Use-Specific Standards 4.9.7.B.6. 1. The lot coverage calculation is not correct. Per UDC Article 6.4.3.C.1.a Roofed areas, porches, open on at least one side are not included in the calculation. 2. The required street perimeter yard setback shown for 3rd Ave is not correct. Per UDC Article 6.4.5.C.1.b the setback should be shown as 10’-0”. 3. As you are converting a non-habitable space to habitable space and the existing structure does not meet perimeter yard setbacks to the north and west the following setback reduction must be addressed via the Historic Review. If Historic Review does not approved the reduced setbacks than a Design Development Option will need to be submitted and approved for the reduced setbacks. Base on a wall height less than 9’-0” the requirement perimeter yard setback from the ADU to the north property line is 6.0’, proposed setback is 3.4’. Based on a 11’-0” wall height the required perimeter yard setback from the proposed ADU to the west property line is 7.4’, proposed setback is 2.1’. 4. Based on aerial photographs there are numerous shade sails located on this property that are not shown on this plan and Zoning was not able to find approved compliance documents for these sails. COMMENTS: the following comments are relative to an application for Historic Review (UDC 5.8.8). 1. The proposed ADU w/bath addition requires Historic Review.
