The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to ensure compliance with the applicable UDC development criteria and Technical Standards. COMMENTS: 1. There must be an NPPO or NPPO waiver. An NPPO is required per UDC 7.7.3-B. A Native Plant Preservation Plan, Section 7.7.4, is required to be submitted or approved or a request for an exception from the Native Plant Preservation requirements approved in accordance with Sections 7.7.3.D.3 & .4 of the UDC and Admin. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval. GENERAL REQUIREMENTS: Provide a response letter with the updated construction plan set. Submit the letter and support documents in separate files. Show the square footage of living space, and any covered patios, R106.1.1. GENERAL COMMENTS : 1. All plans submitted for a newly constructed one- or two-family dwelling after June 1, 2010, must provide gray water utilization or preparation, Ordinance #10579/11089 revised July 9, 2013. The ordinance revision now requires a gray drain line discharge from one fixture for a one story dwelling. Additional gray fixture drains are optional. Show a bathing fixture drain looped 3’ beyond an exterior wall below grade before connection to the building drain when the clothes washer is not located at an exterior. Clarify the attic space requiring ventilation with an updated calculation, R806.2. Show the total square footage of the dwelling. Clarify the location of the second gable vent on sheet 7. 2. Show a minimum 1” ventilation clearance between ceiling insulation and roof sheathing over the wall and eave area when including eave venting, R806.3. Update the air gap with baffles at Detail F sheet 6. MECHANICAL PLANS: 1. Provide (an HVAC system with fresh air intake) whole-house mechanical ventilation with controlled exhaust, R303.4; N1103.6 & M1505.4. Show the minimum airflow rate setting and location of the device requiring this adjustable setting. A two or three bedroom dwelling under 1501 SF requires a 45 CFM continuous setting. ELECTRICAL PLANS: 1. Clothes Washer and Dishwasher GFCI: receptacles require readily accessible protection typically from an upstream device, E3902.9 & 10. Update the panel schedule. INTERNATIONAL ENERGY CONSERVATION CODE: 1. Energy Certificate: (Mandatory) place near the indoor furnace or in utility room, N1101.14. Add notation to plans. TRANSMITTAL DATE: April 30, 2024 DUE DATE: May 4, 2024 COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. 1. COMMENT: Include on the coversheet, the lot coverage calculations which include the following: building sq. ft., all vehicular use areas which includes the access easement along the southwest corner of the parcel, the driveway and parking areas within the parcel, and the full length and width of the access easement along the east side of the parcel. COMMENT: A clear and unobstructed 24’ wide utility/access easement must be maintained along the entire east property boundary. No access is permitted along the east and north sides from the subject property as noted on the Final Plat and this site drawing. 6. COMMENT: It is not clear if the floor plan depicted on the site plan is correct or mirrored. The south building elevation on the elevations sheet is depicted with the building offset to the west. The floorplan on the site sheet is the opposite. Revise as required for consistency. Revise the west elevation to clearly depict the porch/entrance offset. 7. COMMENT: Per the recorded Final Plat, a NPPO application is required for this project. Consult with PDSD Landscape Reviewer Chad Keller for NPPO requirements. 8. COMMENT: As noted on the sample site plan, draw, label and dimension the center line of Elvira Rd., draw, label and dimension all information related to and label the street wedge curb and sidewalk as noted on the sample plot plan. 9. COMMENT: Additional comments could apply on the resubmittal based on the revisions to the drawings as well as response to the zoning review comments. 10. COMMENT: Demonstrate compliance with the Inclusive Home Design Ordinance – Accessible route • Provide an accessible route from the public way extending throughout the first floor, 1003.2, 1003.3. • Changes in floor elevation may not exceed ¼ inch (½ inch when beveled), 1003.4.
