On 8/28/2025:
PRS recommended approval of the Second unit and garage as presented, with the following conditions:
a. The north 3'-6" setback is acceptable
b. Windows and doors are to be clarified on the plans to be metal-clad wood
c. Awnings to be clarified on the plans to be corrugated metal and wood
d. The applicant is to update the plans as needed to reflect the final decision, including removal of the transoms
On 8/28/2025, recommended to continue the Pool House rehabilitation with the following conditions:
1. The applicant is to work with an adobe specialist and an experienced structural engineer to come up with a preservation plan for rehabilitation and reuse that maintains the integrity and contributing status of the adobe structure
2. The adobe structure proposed as a bathhouse/casita portion of the project is not approved, and PRS would like to see this portion come back for review
On 3/26/2026
PRS recommended approval of the pool house with conditions:
1. The applicant is to provide a design solution for the drainage at the north elevation to be reviewed and approved by the historic preservation office.
2. Update the elevations in the drawing set to notate the correct materials.

Next steps: Applicant to resubmit a revised package the shows ALL conditions of the BHHZAB 7/14/2025 and PRS 8/28/2025 and 3/26/2026. All these conditions MUST be shown on plans by key note#, plan sheet # or clouding etc. Revised should be in a single compressed pdf file.

PLAN REVIEW COMMENTS

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

GENERAL REQUIREMENTS:

This permit description is now for a carriage house alteration to pool room as shown on the last submitted plans, R106.1.

The construction of an ADU will require a separate application and plan set with 2024 IRC compliance. A permit requires the correct application type. An ADU requires a new dwelling permit application. This activity TC-RES-0423-04425 is an alteration permit type.

Submit response letter addressing the comments when resubmitting an updated plan set for the pool room.

SITE PLAN:

1. Note the ADU for future construction on separate permit.
2. Show a sewer line connection from the pool room to an existing sewer line, R106.1.1

PLANS:

1. Portions of a building placed within the fire separation distance to an adjoining property line require separation with a 1-hour fire-resistance rated assembly without openings, R302.3. Provide a detail or update keynote #9, sheet 3, showing compliance with 703.3 of the 2018 IBC.
2. A roof projection may not extend closer than 24” to the adjoining (neighboring) property line. Any part of a roof projection extending into the 3-foot fire separation distance from the property line requires not less than one-hour fire-resistive construction on the underside, R302.1 (City of Tucson Amended). Update the north roof overhang on sheet 9.

SECTIONS - DETAILS:

1. Remove the ventilation calculation from sheet 6, R806.2.
2. An unvented roof assembly requires both a minimum R-5 rigid foam board and batt insulation for a total R-30 for the building under 500 SF, R806.5. Update the non-attic note on sheet 6 with a consistent design with detail #17 & 18 on sheet 7.

MECHANICAL PLANS:

1. Show the HVAC system size for the building demand in accordance with M1401.3, M1601.1. A 1-ton unit (keynote #1) is oversized.

ELECTRICAL PLANS:

1. Update the Riser Diagram for showing the pool house sub panel which requires feeder (breaker) protection on the main panel, NEC 225.30 and E3403.
2. Show the ADU panel on a separate permit, NEC 225.30 and E3403.
3. Remove the exterior receptacle on circuit #45/47 from the plan, R106.1.1.
4. Remove circuit #16 from the panel schedule, R106.1.1
5. Show the receptacle on circuit #14 within 3’ of the sink, E3901.6.
6. Show the bathroom receptacle on circuit #9 with GFCI protection, E3902. May be placed on circuit #14.

This building site is located within the HO-3 zones (Unified Development Code (UDC) Articles 4.8-4 and 4.7.15). An accessory dwelling unit is a permitted use in these zones, subject to Use Specific Standards 6.6.3.
RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Please correct plans, as noted in the comments below, along with a Response Letter indicating how all Site Zoning comments were addressed.

1. Records show that the process for SD-0225-0018 (Historic Review) has not been completed. The information requested by Michael Taku in his review completed on 2/24/26 indicates that the materials were to be uploaded to the Historic file under SD-0225-0018 and not the Building permit file. Without Historic Preservation approval, zoning will not be able to approve TC-RES-0423-04425. Please upload the decision letter for the Historic Review and the Response Letter addressing all comments with the next submittal materials.
