PLAN REVIEW COMMENTS

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide an updated complete plan set with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet Zoning and other departmental requirements, conditions and concerns before permit approval.

GENERAL REQUIREMENTS:

The City of Tucson adopted the 2018 IRC with amendments on 1/1/2019. Show the current code reference on the plans.

Consolidate pages of construction plans into a single .PDF file as prescribed at the PDSD web site.

Provide a clear and concise construction plan set. Sample plans are available at https://www.tucsonaz.gov/pdsd/residential-permits

GENERAL COMMENTS:

1. Provide the permit number for the existing storage building or provide a complete construction plan set for both existing and proposed structure showing 2018 IRC compliance.

SITE PLAN:

1. Show the location and size of buildings, utility meters and gas, water, electric and sewer lines from property line to building, R106.1.1. Identify the utility lines requiring upgrade or replacement.
2. Show the location and size of water and sewer lines to the proposed office building, R106.1.1.

FLOOR PLANS:

1. Show a ½” gypsum board (garage side) on all walls common to the garage and office building in compliance with R302.6.
2. Identify the location of all alterations to the garage. Removal of the vehicle door changes the usage from garage to another function. Identify the function on the plan for appropriate 2018 IRC code compliance.

STRUCTURAL PLANS:

1. Provide complete roof framing plan for the office addition, R301.1.

SECTIONS - DETAILS:

1. Show a cross-section detail for the new exterior walls, R106.1.1. Show the minimum 12” footing depth below the undisturbed ground surface with 12” minimum width for wood framed walls with minimum of one #4 rebar in the proposed continuous footing, R403.1.
2. Show exterior wood siding, sheathing and wall framing with a 6” clearance above the ground (R317.1 item 5) with minimum ½” diameter anchor bolt and pressure treated sill plates, R602.10.8 & R403.1.6. This may require a concrete stem when the floor is less than 6” above grade at the replaced garage door to window wall.

PLUMBING PLANS:

1. Notate and specify all piping materials, P2608. Include existing building sewer pipe.
2. Show an individual accessible water supply shut off for the office building, P2903.9.1.
3. Show the building with connection to the public water supply, P2602.1.
4. Show all drainage fixtures with connection to the public sewer system, P2602.1.
5. Show plumbing vents (VTR) within acceptable distances from traps, P3105.1. (

MECHANICAL PLANS:

1. Provide an equipment specification list including the (fans, furnace and AC) size or capacity, M1302.1.

ELECTRICAL PLANS:

1. Show a Riser Diagram providing a service disconnect for each building, NEC 225.30 and E3403.
2. Show the location of the Electrical Panel, E3404.12.
3. Show Bathroom receptacle with GFCI protection E3901.6.
4. Protection of all interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights and smoke detectors requires combination type arc-fault circuit interrupters, E3902.16.

INTERNATIONAL ENERGY CONSERVATION CODE:

1. The simplified prescribed energy values for glazing is U=0.40, skylights U=0.65, ceiling R=38 (R-30 for a qualifying room addition) and walls R=13. Show the “R” values of insulation and the maximum “U” factors of the windows and doors on the plans as well as the solar heat gain coefficient SHGC minimum value of 0.25, N1102.1.

TRANSMITTAL DATE: April 27, 2023

COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This site is located in the R-1 zone (UDC 4.7.8). A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 – 9.

1. Based on the definition of a Bedroom, UDC Article 11.4.3 “The term bedroom includes all of the following: 1) Any room that is designated as a bedroom; 2) Any enclosed room that has a minimum area of 60 square feet and has an accessible opening to the exterior of the building in compliance with the International Building Code (IBC), whether termed a studio, family room, study, den, bonus room, or any other name, except for a living room, dining room, kitchen , and bathrooms; and 3) Any room designated as a bedroom for the purpose of any other code requirement”, the proposed “OFFICE” is considered a bedroom for Zoning purposes. Per UDC Article 4.9.7.B.7 For any new single-family dwelling in the R-1 zone with five bedrooms, three parking spaces are required. For every bedroom over five, one additional space is required for each bedroom. For all single-family dwellings in the R-1 zone with five or more bedrooms, and for all lots containing two or more single-family dwellings, with the second dwelling having more than one bedroom, all parking spaces must be located on-site, either in a side or rear perimeter yard . Parking spaces may not be located in a vehicular use area in any front street perimeter yard. A parking area is not required to be developed to a commercial standard. A dustproof parking surface is required to at least a minimum of two inches of compacted pea gravel. An existing covered residential parking area may be used. Provide a full floor plan for the existing residence so that vehicle parking requirements can be determined.

2. Based on aerial photos there are several shade type structures on site that are not shown on the plot plan. Show all structures on the site on the plot plan. Zoning was not able to find approved permit documents for these structures. Either provided approved permit documents or include this structure in this permit.

3. The “Approved Garage” shown on the plan appears to have been converted from a garage, removal of the garage doors, to habitable space. Provide the approved permit documents for this conversion.

4. Based on aerial photos the “Rear Porch” shown on the plot plan appears sometime after 2012. Zoning was not able to find approved permit documents for this porch. Either provided approved permit documents or include this structure in this permit.
