This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2024 International Residential Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval. GENERAL REQUIREMENTS: The City of Tucson adopted the 2024 IRC with amendments and building ordinances for all dwellings. Place the adopted 2024 IRC reference code on sheet C-1 rather than throughout the plans. A permit requires the correct application type. Request the cancellation of this application for a new dwelling and apply for an addition/alteration permit. These plans do not include a cooking appliance such as a stove, but the application requests an ADU. The addition/alteration permit will become a great cost savings because a dwelling permit requires features not necessary for the space without the cooking appliance. Provide a separate response letter addressing each comment with location of change on the plans. Submit the letter with the new addition/addition application after submitting a cancellation of this ADU permit. PLANS: 1. Remove all outdated code references, R106.1.1. Incorrect entries were found on sheets C-1, S-1 & MEP-1. See red lined plans. 2. Provide a minimum 6 mil polyethylene vapor retarder with joints lapped not less than 6 inches between the concrete floor slab and the base course or the prepared subgrade where a base course does not exist, R506.3.3. SECTIONS - DETAILS: 1. An unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38. Clarify the ceiling/roof insulation detail showing the air-impermeable rigid insulation material adhered to either side of the roof sheathing and the batt insulation in contact with the roof material. MECHANICAL PLANS: 1. Show the HVAC system size for the building demand in accordance with M1401.3, M1601.1. Include the heating and cooling rating. ELECTRICAL PLANS: 1. TEP may require the service panel for the property at the closest building to the service transformer. A service line change or a new meter location must be coordinated with TEP for approval. Show an underground feeder from a metered service panel to the more distant dwelling. 2. Show a surge-protective device (SPD) as an integral part of or placed immediately adjacent to the service equipment, E3606.5. OUTDOOR LIGHTING CODE 1. Unit 2 Tucson, AZ 85730 ADU (1st Review) TRANSMITTAL DATE: 04/17/2026 This site is located within the R-1 zone (UDC 4.7.8). A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 - .9. RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Correct plans, as noted in the comments below, along with a response letter indicating how all Site Zoning comments were addressed. 1. Please specify if the request is for an ADU or a sleeping quarters as the requirements for each are different. For just a few examples, an ADU would incur impact fees and require landscaping (discussed below). 2. Revise the minimum setbacks as side and rear residential setbacks have changed as of January 1st per Ordinance No. 12219, an amendment to the UDC. The link to the ordinance has been provided below. These setbacks are no longer 6’ or 2/3 the height of an exterior wall and are 5’ for interior lots, excluding specific development (per Fire Codes). The front setback requirement is 20’. 3. Revise the lot coverage on Sheet C-1 . The pool area and porch should not be included. 4. If the project is an ADU, a landscape plan is required per Ordinance No. 12219. Apply the landscape plan directly on the site plan. There is no need to hire a landscape architect – the elevation drawings can be listed on a separate sheet. Additional comments may be forthcoming depending on responses to zoning review comments and plans submitted for the next review.
