Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. Provide a separate Comment Response Letter when submitting updated plans. Facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2024 International Residential Code and 2018 International Energy Conservation Code. The 2024 International Energy Conservation Code takes effect July 1st. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2024 IRC code compliance.

Provide a separate response letter addressing each comment with location of change on the plans.

SITE PLAN:

1. Show the location of the electric panel, R106.1.1.

SECTIONS - DETAILS:

1. Provide a wall section detail with (#4 rebar) reinforced 12” x 12” reinforced foundations for anchoring exterior framed (insulated) walls with pressure treated sills including ½” anchor bolts with 7” embedment, R403.1.6.
2. Provide a wall section detail showing exterior wall materials with a 6” clearance above the ground (R317.1 item 5). Update the 1’-4” dimension at Section #2 for a minimum 6” and 12” requirements.
3. Clarify if the proposed Living Room wall and ceiling insulation is existing or proposed, N1102.1. Update Section #1.
4. An unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38. Clarify the ceiling/roof insulation detail showing the air-impermeable rigid insulation material adhered to either side of the roof sheathing and the batt insulation in contact with the roof material.

ELECTRICAL PLANS:

1. Remove outdated code references at note #3.
2. Show Living Room receptacle outlets at wall spaces 2’ or more with no wall point (exclude door openings) more than 6’ from a receptacle outlet, E3901.2.
3. Show Living Room switch controlled lights at entrances and exits, E3903.3.

OUTDOOR LIGHTING CODE

1. Provide full cut-off FCO style fixtures or provide an Outdoor Lighting Calculation including all exterior fixtures on the property for determining compliance within exterior lighting limits.

Site Plan Review – 1st Review

TRANSMITTAL DATE: April 15, 2026

This site is in the RX-1 Residence Zone (UDC 4.7.6). A single-family detached residence is a permitted use in this zone (Table 4.8-7) per use specific standards 4.9.7.B.6, .8, & .9.

Plan review for the above referenced garage conversion to a living room and garage addition has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued.

The City's Unified Development Code (UDC) (Section 1.4.1.C) establishes that before the City issues any approvals or permits; we must confirm that a site complies with UDC standards. Therefore, as part of permit reviews, we review a site's permit history and compare it to aerial photography to confirm that unpermitted work has not occurred. In many cases, this does mean that a homeowner must apply for permits for unpermitted work before we can approve any new work on that site.

1. COMMENT: The site plan provided is incomplete.

Provide a site plan that meets the requirements show in the plot plan example at the following link:

Specifically:

A. Draw, label and dimension everything that exists on the property to a scalable drawing graphic (examples include the principal residence, porches, breezeways, sidewalks, driveways, parking spots, walls, fences, ramada, shed, carport, shade sail, cistern, pool, guest house, sleeping quarters, accessory dwelling unit) and provide dimensions of any structure as it relates to nearby structures and property lines and provide the heights (measured from above finish grade to top of wall, etc.) of those structures that run parallel-perpendicular to any nearby adjacent property lines.

Provide the missing labels of the pool, shade sail associated with the pool, fence to the east of residence, the shed any other structures (including shade related) within this fence and the carport to the south of this fence.

B. Draw, label and dimension the 7’-6” wide utility easement along the west property line to be reflective in the property title report. Refer to Pima County’s website https://onbase.pima.gov/publicaccess/DS_NextGen_Single/etc/cq/results.html?cqid=240&OBKey__552_1=15040 .

C. Provide RX-1 zoning labels on all four sides of this parcel.

D. The scale noted does not match the plan graphics on the site. Update the graphics to match the scale noted or vice-versa.

2. COMMENT: After reviewing the property documentation history in Property Research Online (PRO), zoning could not verify any permit documentation for the following structures.

1. Shade Sail at the pool installed around 2019
2. Corrugated Metal fence installed around 2016
3. Shed within the area contained by the aforementioned fence installed within the last 4 years
4. Carport just south the corrugated fence installed with the last couple years

Zoning will not be able to approve the permit application until the permit information is provided. If permit documentation cannot be provided, all structures less than 200 square feet can be included in this permit including the wall and shade sails. Any structure exceeding standard this will require its own permit. Removing structures is also an option but will need to be labeled “to be removed”.

3. COMMENT: Additional comments may be forthcoming on the next review based on responses to Zoning and other PDSD reviewer comments.

RESUBMITTAL OF THE FOLLOWING IS REQUIRED:

1. Corrected building permit

2. Provide a detailed response letter with your submittal that clearly shows how you have addressed all Zoning comments.

3. Resubmit ALL documents associated with this permit
