This letter reflects comments to be addressed. Provide a separate Comment Response Letter when submitting updated plans. Facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2024 International Residential Code and 2018 International Energy Conservation Code. The 2024 International Energy Conservation Code takes effect July 1st. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval. PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2024 IRC code compliance. Provide a separate response letter addressing each comment with location of change on the plans. PLANS: 1. Provide a Roof Framing Plan showing the rafters sized for supporting live and dead structural loads (Table R802.4.1(1)) or provide an engineer’s sealed plan set for manufactured trusses, R301.1.3. 2. Provide a minimum 6 mil polyethylene vapor retarder with joints lapped not less than 6 inches between the concrete floor slab and the base course or the prepared subgrade where a base course does not exist, R506.3.3. ELECTRICAL PLANS: 1. Clarify the Riser Diagram showing a dual meter pack without a separate dwelling address, NEC 225.30 and E3403. A metered dwelling usually requires cooking facilities with an approved address. 2. Show a smoke alarm in the bedroom and outside the doorway in the immediate vicinity with an electrical circuit, R314.3. 3. Show a surge-protective device (SPD) as an integral part of or placed immediately adjacent to the service equipment, E3606.5. 4. Interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights, and smoke detectors require combination type arc-fault circuit interrupters, E3902.20. | 04/07/2026 | Residential Zoning | REQUIRES RESUBMIT | PDSD TRANSMITTAL FROM: Claire Leighou, Planner PROJECT: TC-RES-0326-01443 3001 E DRACHMAN ST Addition/remodel for existing sleeping quarters (1st Review) TRANSMITTAL DATE: 4/7/26 Please resubmit revised drawings with a detailed response letter stating how all Zoning Review Section comments were addressed. This site is located in the R-1 zone (UDC 4.7.8). A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 -.9. Comment 1: As the proposed addition will be added to an existing habitable space and have a zero-foot setback, a Board of Adjustment variance would be required to allow for the reduced setback. Unfortunately, a neighbor waiver cannot be used in this scenario. If the setback for the addition is adjusted to 1’ from the north property line, then a Design Development Option (DDO) could be used, which is a simpler and more affordable process. Comment 2: Please draw, label, and dimension a setback measurement between the east edge of the existing carport and the adjacent property line. Comment 3: Based on property records from Pima County, the carport was added onto the home after initial construction, and not part of the original build. Planning staff was unable to locate a permit for this addition. Please attach documentation for this permit upon next submittal. If the carport was not permitted, it may be included as a part of this permit. Please be aware that a DDO would also be required to allow a reduced setback, if the distance between the carport and east property line is below the required 5’ allowed in the zone, per Middle Housing Ordinance 12219.
