COMMENTS:
1. The exclusion of a major cooking appliance means this structure would be considered a detached sleeping quarters and not an ADU. This would fall under a residential additions/alterations permit type. However sleeping quarters are not subject to impact fees.
2. Vapor retarder is req’d under slab. R506.3.3 Vapor retarder: a minimum 6 mil polyethylene vapor retarder with joints lapped not less than 6 inches is required between the concrete floor slab and the base course or the prepared subgrade where a base course does not exist. Exception: The vapor retarder is not required for the following: Garages, utility buildings and other unheated accessory structures.

Per the City of Tucson Inclusive Home Design Ordinance (https://www.tucsonaz.gov/files/sharedassets/public/v/1/city-services/planning-development-services/documents/inclusivehomedesignordinance.pdf, all new dwellings have a requirement to provide an “accessible route from public and common areas, including, but not limited to, a driveway or public street or sidewalk”. Draw, dimension, and label an accessible route from the driveway (or apron), sidewalk, or street to an accessible entrance. Ensure the route meets accessibility standards as articulated in 2017 ICC A117.1 Sections 402-403, including the minimum 4ft-width, slope and composition materials.

This site is located within the R-1 zone (UDC 4.7.8). A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 - .9.

RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Correct plans, as noted in the comments below, along with a response letter indicating how all Site Zoning comments were addressed.

1. Site Planning is unable to approve the site plan until Comment 1 from the Site Engineering review (3/05/2026) is addressed.

2. Submit a landscape plan on the revised site plan. City of Tucson Ordinance No. 12219 was effective as of January 1, 2026. This ordinance is an amendment to the Unified Development Code. UDC Article 7, Section 7.6.10 and requires landscaping for all new single family residential, middle housing development, and accessory dwellings. Per the ordinance, a duplex is included in the middle housing development definition because the duplex is proposed within the middle housing mapped area. 3. Provide elevations for the new carport. Per UDC 6.6.3.D., accessory structures shall not exceed 12 feet in height unless attached to a principal structure. UDC 6.6.4.A states that the building height is the vertical distance measured from the design grade elevation (dirt) to the highest point of a flat roof; to the deck line of a mansard roof; or to the middle (between the eave and ridge) of the highest gable of a pitched or hipped roof.

4. Per Ordinance No. 12219, rear and side setbacks for interior lots for the R-1 zone are now 5’.
5. Under ‘Total Lot Coverage’, porches are not included in this calculation. Please correct this percentage.

6. Additional comments may be forthcoming depending on responses to zoning review comments and plans submitted for the next review.
