Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

GENERAL REQUIREMENTS:

The City of Tucson adopted the 2018 IRC with amendments and building ordinances for all dwellings.

Each dwelling unit with kitchen requires a separate Pima County assigned street address after Zoning approval, R319. Show Pima County assigned unit numbers at each dwelling on the site plan. https://www.pima.gov/1010/Addressing-Frequently-Asked-Questions

An impact fee payment is required for an ADU or second dwelling at the time of permit payment.

Provide a response letter addressing each comment with location of change on the plans. Submit separate letter and plan set files.

GENERAL COMMENTS :

1. A dwelling requires a fire barrier between units (duplex) without openings. Provide plans with independent utility connections for each unit.

SITE PLAN:

1. Show the location and size of utility meters and gas, water, electrical, and sewer lines for each dwelling, R106.1.1. Show the location and size of lines with connection points. Identify the utility lines requiring upgrade or replacement.
2. Show building square footage sizes for each dwelling.

SECTIONS - DETAILS:

1. Show a detail for the one-hour fire-resistive framed construction separating dwellings in compliance with IBC Table 721.1(2).
2. Clarify the placement of roof ventilation, R806. Provide a ventilation calculation for showing the vent opening size using 1 to 150 of roof area in compliance with R806.2 or show an unvented roof assembly with a air-impermeable rigid insulation material including a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38.

PLUMBING PLANS:

1. The Tucson Water Department limits flow rates for the water meter size in compliance with P2903.7. Show an appropriate yard pipe and water meter size for the additional demand.
2. Show an individual accessible water supply shut off and water heater for each dwelling unit, P2903.9.1.
3. Show the water heater rating for each dwelling, P2801.1.

MECHANICAL PLANS:

1. Provide (an HVAC system with fresh air intake) whole-house mechanical ventilation with controlled exhaust, R303.4; N1103.6 & M1505.4. Identify the device model number providing an adjustable setting and note the minimum continuous setting. The two-bedroom dwelling under 1501 SF requires a 45 CFM continuous setting. The three-bedroom dwelling greater than 1500 SF requires a 60 CFM continuous setting.

ELECTRICAL PLANS:

1. Show two or more 2O AMP small appliance circuits at the kitchen countertop receptacle outlets; they may also serve the breakfast room and dining room, but not other locations, E3703.2 and E3901.3.

OUTDOOR LIGHTING CODE

1. Show the proposed fixture as full cut-off FCO style or provide an Outdoor Lighting Calculation including all exterior fixtures on the property for determining exterior lighting limits. Show full cutoff fixtures were located within 25 feet from the property line OLC 401.3.3.

This site is in the R-1 zone (UDC 4.7.8). A single-family residence is permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5-.9.

RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Zoning review for the above referenced structure has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued.

1. COMMENT: To echo the Residential Building Complex Review Comments-
a) Show the location and size of utility meters and gas, water, electrical, and sewer lines for each dwelling, R106.1.1. Show the location and size of lines with connection points. Identify the utility lines requiring upgrade or replacement.

b) 2. Show building square footage sizes for each dwelling.

2. COMMENT: For Site Plan sheets 1 and 2, consider labeling the setback along N. Calle Serena as the ‘Front’ Yard Setback. This, because the North setback along Waverly can’t meet a front yard setback but meets the street side yard setback as currently dimensioned. Label the north setback as the street side yard setback.

3. COMMENT: Dimension the two areas labeled as ‘Parking’ as well as the parking under the ‘Carport’. Extend Parking graphics to the property line in all 3 instances to clearly identify what specific portions of the property are vehicle related. Update square footages on Lot Coverage Calculations table and thus, updating the lot coverage calculations accordingly.

4. COMMENT: Per Pima County, this lot’s square footage is approximately 8,434 square feet. To meet the density requirement in this R-1 zone (1 unit/ 7,000 square feet or 2 units/ 10,000 square feet), two ‘units’ are not allowed in this zone upon labeling the drawings as ‘new addition’ or ‘in-law suite’. However, renaming (re-labeling) this nomenclature to accessory dwelling unit or ADU in lieu of ‘In-law suite’ on the plans or ‘new addition’ on the elevations, allows for this use to exist. The total square footage of accessory dwelling unit (appears to be 926+/- square feet approximately) does not figure into the total lot coverage calculation table but is worth acknowledging as it helps the reviewer determine if this number meets our ADU requirement of being 75% of the principal square footage (or not).

5. COMMENT: Impact Fees will be imposed because of this new addition (now being re-labeled as an Accessory Dwelling Unit). 6. COMMENT: Demonstrate how the roofing materials meet the ‘Cool Roof’ requirement for the Accessory Dwelling Unit portion.

7. COMMENT: There appear to be inconsistencies in the elevations labeling. The North and South elevations serve to both acknowledge what side of the building is represented but also as the view direction. The same cannot be said for the East and West elevations.

8. COMMENT: Upon review of the site plan, and records search internally, there appears to be no record of the carport ever being permitted. Provide permit number for the carport. If unable to do so, building plans and structural calculations will be required for any carport exceeding 200 square feet in size. 10. COMMENT: Provide dimensions of Carport along with dimensions of the carport to the property line.

11. COMMENT: The lot coverage calculation tables (on sheets 1 and 2) need to be updated as previously mentioned (parking and driveway, the existing and proposed principal residence square footage and accessory dwelling unit to (only to compare to the principal residence square footage to clarify if meeting the 75% of principal square footage requirement).

12. COMMENT: Upon review of the site plan, it appears the corner of the existing 6’-0” tall concrete wall along north and east property lines is in the right of the way. Additionally, after performing a records search internally, there appears to be no record of the wall ever being permitted. Provide permit number for the carport.
