| 04/10/2025 | Site Zoning - Standard | REQUIRES RESUBMIT | FROM: PDSD Zoning Review Section PROJECT: TC-RES-0325-01327 2913 E ELM ST. – R-1 Detached Carport (1st Review) TRANSMITTAL DATE: April 10, 2025 COMMENTS: Resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This site is located in the R-1 zone (UDC 4.7.8). A single-family residence (SFR) is a permitted use in this zone (Table 4.8-2). See Use-Specific Standards 4.9.7.B.5 – 9. 1. Based on the Blenman Annex final plat, found at: https://gis.pima.gov/maps/subdiv/select.cfm?null=&bkpg=07012, there is a 7.5’ easement that runs along the north side of this property. Show this easement on the plan along with the recordation information. Based on the 3’-0” setback shown on the plan from the proposed carport you propose to building the carport within this easement. To do so, provide written permission from all utilities that have rights to this easement or relocate the carport out of the easement. 2. Provide the legal description “BLENMAN ANNEX LOT 11 BLK 26” on the plot plan. 3. Perimeter yard setbacks for a carport type structure are measured from the post supporting the structure to the adjacent property line, UDC Article 6.4.5.B.2, as long as the roof overhang is not more than 2’-0”, UDC Article 6.4.5.D.1.b. Clearly show the post supporting the carport and provide setback dimensions from the post to the adjacent property line and provide a dimension of the roof overhang form the post. Perimeter yard setbacks are based on a wall height measurement from design grade to the highest point of the exterior wall UDC Article 6.4.5.B & Figure 6.4.5-A. The minimum setback is the greater of six (6) feet, or two-thirds (2/3) the height of the structure’s wall facing each interior property line (Table 6.3-2.A). 4. Based on a wall height of 11’-8” the required perimeter yard setback to the north property line is 7’-10”, proposed setback is 3’-0”. 5. Based on a wall height of 12’-6” the required perimeter yard setback to the west property line is 8’-4”, proposed setback is 3’-0” Per UDC Article 6.6.2.D An accessory structure that exceeds the allowable height of a wall within a perimeter yard and is detached from a principal structure shall comply with the perimeter yard width standards of the principal structure, except that the accessory structure may be built to a parcel line with the consent of the adjoining or, when separated by an alley, adjacent property owner(s). To secure this neighbor’s setback waiver the following statement must be provided on the plot plan and be signed and dated by the adjacent property owner(s): My Name is____________________ and I am the owner of the property located at_______________________. I have reviewed the site plan and I have no objection to structure being located or constructed________ feet from the property line as depicted on the site plan. Measurement of Building Height Building height is the vertical distance measured from the design grade elevation to the highest point of a flat roof; to the deck line of a mansard roof; or to the middle (between the eave and ridge ) of the highest gable of a pitched or hipped roof, except as follows: (See Figure 6.4.4-A, Measurement of Building Height.). Provide a dimension from design grade to the midpoint of the roof. 7. Per UDC Article 6.6.3.D Accessory structures, except for accessory dwelling units, shall not exceed 12 feet in height, unless attached to a principal structure. Based on a measurement taken with PDSD review software, Bluebeam, it appears that the carport exceeds the allowed 12’-0” height. If this is the case a Board of Adjustment for Variance is required to exceed the 12’-0” height.
