For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

GENERAL REQUIREMENTS:

The City of Tucson adopted the 2018 IRC with amendments and building ordinances for all dwellings.

Provide a response letter addressing each comment with location of change on the plans. Submit separate letter and plan set files.

ARCHITECTURAL PLANS:

1. Show the stove location consistent with the 240-volt circuit location.
2. Show consistent ceiling insulation at detail #2/A2.03 and the roof details at A10.01.

ELECTRICAL PLANS:

1. Show the location of smoke alarms (proposed or existing) within each bedroom and in the immediate area of the bedroom entrance, R314.

TRANSMITTAL DATE: January 02, 2026

This site is in the R-3 Residence Zone (UDC 4.7.12). An accessory dwelling unit is permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.6, 8, & 9 and 6.6.3.

RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Development package to be submitted and approved prior to approval of the building permit.

1. PREVIOUS REVIEW #1, COMMENT #1: This address appears to be part of a larger site (for example, the vehicular access into the site is through the adjacent property to the east). Due to the site consisting of 3 or more units, the use is considered Multifamily, and a Development Package meeting the requirements of Administrative Manual 2-06 will be required.

FOLLOW UP COMMENT: Zoning acknowledges that a development Package has been submitted under TD-DEV-0725-00177 and the first round of comments were completed back in July 2025. No follow up submittals have been submitted since then. However, it appears another development package, under TD-DEV-1225-00311 was submitted last December 2025. Clarify why two separate development packages were submitted and what the difference (and point) is, if any.
2. PREVIOUS REVIEW #1, COMMENT #2: Per Unified Development Code (UDC) Section 3.3.3.G, a development package is required to be submitted and approved prior to the approval of a residential building permit for an expansion of gross floor area (GFA).

FOLLOW UP COMMENT: Again, this building permit cannot be approved until TD-DEV-0725-00177 has been resolved and approved.

4. PREVIOUS REVIEW #1, COMMENT #4: This residential building permit will be compared against the approved development package prior to its approval.

5. NEW COMMENT: The subject parcel does not meet the minimum square footage for an R-3 parcel (the minimum is 5,000 sf; this parcel appears to be 4,200 sf). No subdivision plat or other land division document approved by the City of Tucson could be found authorizing the creation of this parcel.

Provide proof of a land division approved through the City of Tucson allowing the non-conforming parcel size. Provide proof that the 14'/20' access described in Pima County Recording Sequence #4426 0195, was accepted by the City of Tucson to serve as right-of-way.

6. NEW COMMENT: Per Section 7-01.0.0 of the UDC Technical Standards Manual and the City of Tucson Inclusive Home Design Ordinance (https://www.tucsonaz.gov/files/sharedassets/public/v/1/city-services/planning-development-services/documents/inclusivehomedesignordinance.pdf ), all new dwellings have a requirement to provide an “accessible route from public and common areas, including, but not limited to, a driveway or public street or sidewalk”. Draw, dimension, and label an accessible route from the driveway (or apron), sidewalk, or street to an accessible entrance. Ensure the route meets accessibility standards as articulated in Sections 402-404 of the ADA Accessibility Standards (https://www.access-board.gov/ada/chapter/ch04/). See TSM 7-01.4.3 for specifications, including slope and composition materials.

7. NEW COMMENT: Provide missing legal description (LINCOLN PARK W60' N70' LOT 6 BLK 1).

8. NEW COMMENT: 60’-0” x 70’-0” = 4,200 square feet. There are multiple locations incorrectly listing this as 3, 896 sf. Update lot coverage calculation table as a result.

9. NEW COMMENT: The graphic scale is inconsistent with the drawing graphic. Update one of the other so that both are consistent with each other on the site plan.

10. NEW COMMENT: Contrary to what is graphically depicted on the site plan, per aerial imagery, the proposed location (existing accessory dwelling unit) looks to be sited at or near the south property line and therefore, not meeting the required 5’-0” setback. A board of adjustment variance will be required to permit the structure as shown on the site. See variance requirements below. Zoning cannot approve this permit until the Board of Adjustment (B/A) Variance Process is completed and approved.

11. NEW COMMENT: Additional comments may be forthcoming on the next review based on responses to Zoning and other the PDSD reviewer comments.
