Provide updated Plans/calculations and a written response Letter to each of the notated items indicating action taken. Resubmitted plans that do not contain a written response Letter addressing each of the notated items indicating action taken, may be delayed until response letter is received.
Code reference, 2018 International Residential Code (IRC), 2017 National Electrical Code (NEC).

General:
1. PROVIDE A COMPLETE PLAN SET showing all buildings, utility lines and all proposed alterations to the building with 2018 IRC code compliance with component sizes.
Structures built without a permit may require alteration for building code compliance.

Provide a clear and concise construction plan set. Sample drawings are shown as an example: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Permits/Residential-Permits

2. Clarify if this space is intended to be converted into a separate dwelling unit with a kitchen that includes a cooking range, or if this is intended as a sleeping quarters only.
3. Tucson is in climate zone 2B. The simplified prescribed energy values for glazing is U=0.40, skylights U=0.65, ceiling R=38 (R-30 for a qualifying room addition) and walls R=13. Show the “R” values of insulation and the maximum “U” factors of the windows and doors on the plans as well as the solar heat gain coefficient SHGC minimum value of 0.25, N1102.1.

SITE/FLOOR PLAN:
4. Indicate the location and size of buildings, utility meters and lines supporting the alterations, R106.1.1. Show the utility lines requiring upgrade or replacement.
5. Provide a floor plan, including the main dwelling next to the garage.
6. Show the functional name of each proposed room and each adjacent room, R106.1.1. Existing bedrooms with removed doors and windows must show code compliance for egress, R310.
7. Bedrooms require compliant egress to the exterior. Include dimensions and show all doors, windows, fixtures and appliances in the construction area.
8. Show compliance with R310 providing egress from bedrooms with minimum net clear opening area of 5.7 SQ FT (5 SQ FT 1st floor). Also, show the minimum net clear opening dimension of 24” height and 20” width, and maximum sill height of 44”.
9. One exit door must be side hinged and not less than 32” clear width, R311.2.

Mechanical Plan:
10. Provide (an HVAC system with fresh air intake) whole-house mechanical ventilation, or controlled exhaust with a calculated airflow rate, R303.4; N1103.6 & M1505.4. Show the system and appropriate flow rate setting on the plans.
11. Provide specification sheets for the mini splits. Show the size and cooling capacity of the units. Provide demand calculations in accordance with Manual J/S/D standards, M1401.3, M1601.1. Systems shall be sized in accordance with Manual S based on building loads calculated in accordance with Manual J.


Electrical Plan:
12. Protection of all interior 15A & 20A circuits serving outlet locations (except bathrooms) including receptacles, lights and smoke detectors require combination type arc-fault circuit interrupters, E3902.16.
13. Show at least one wall-switch-controlled lighting outlet providing illumination on the exterior side of each egress door having grade level access R3903.3.
14. Provide electrical load calculations for determining the service panel size, E3602.2.
15. Provide a panel schedule showing panel size, circuit numbers, ampacity, wire size and general description, E3404.13 & E3706.2. Provide a panel schedule showing wire size of each circuit or notate the wire size for each protection rating, E3702.2.
16. Designate the circuit number (that correlates to the panel schedule) at the location of each light fixture, receptacle, appliance, and equipment disconnect switch, E3404.12.
17. Show receptacle outlets at wall spaces 2’ or more with no wall point (exclude door openings) more than 6’ from a receptacle outlet, E3901.2.
18. Show receptacle outlets at each kitchen counter space wider than 12” with no point along the wall line more than 24” from a receptacle outlet, E3901.4.1. Show receptacles within 2’ of counter edges or corners and no more than 4’ apart.
19. Show two or more 2O AMP small appliance circuits at the kitchen countertop receptacle outlets; they may also serve the breakfast room and dining room, but not other locations, E3703.2 and E3901.3. GFCI protected, E3902.6.
20. Clothes Washer and laundry room GFCI: receptacles require readily accessible protection typically from an upstream device, E3902.9. Add notation to plans.
21. Provide notation requiring tamper resistant receptacles for 125 volt, 15A and 20A receptacles, R4002.14.
22. Specify high-efficacy lamps for at least 90% of all lighting fixtures, N1104.1.

TRANSMITTAL DATE: May 1, 2024

COMMENTS: Resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This site is located in the R-2 zone (UDC 4.7.9). A single-family residence (SFR) is a permitted use in this zone (Table 4.8-2). See Use-Specific Standards 4.9.7.B.6, .9, & .10.

1. Based on aerial photos there has been some type of addition to the northeast and southeast corner of the residence. These additions appear sometime after 2012. Zoning was not able to find approved permit documents for this addition. Either provide approved permit documents or include this addition within this permit.

2. If you are not able to provide approved permit documents a residential plot plan that meets the requirements found at: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Building-Safety/Plan-Examples/Plot-Plan-Example, must be submitted and approved.

3. Based on Pima County Assessor’s information the area called out as the enclosed garage was a carport. Zoning was not able to find approved permit documents for this enclosure. Either provide approved permit documents or include the enclosure of the carport with this permit.

4. The submitted plan is not clear as to what is happening. It appears that the garage is being turned into 3 rooms a bath and laundry room. Clarify what is proposed.
