09/23/2024 | Residential Building | REQUIRES RESUBMIT | TC-RES-0324-01773 PLAN REVIEW COMMENTS Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. Provide a separate Comment Response Letter when submitting updated plans. Facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval. PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2018 IRC code compliance. Update the code reference on sheet A001. Provide a response letter on separate file with the updated construction plan set. SITE PLAN: 1. Show the location if the electrical service panel, R106.1.1. SECTIONS - DETAILS: 1. Provide a wall section detail with (#4 rebar) reinforced 12” x 12” reinforced foundations for anchoring exterior framed (insulated) walls with pressure treated sills including ½” anchor bolts with 7” embedment, R403.1.6. 2. Show exterior wood siding, sheathing and wall framing with a 6” clearance above the ground (R317.1 item 5). The weep screed may extend with a minimum clearance 4” above grade or 2” above paved areas, R703.7.2.1. 3. Clarify the placement of ceiling/roof insulation for determining the need for attic ventilation, R806. Attic space outside of the thermal barrier requires a ventilation calculation for showing the attic vent opening size using 1 to 150 of attic area in compliance with R806.2 or an unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38. PLUMBING PLANS: 1. Clarify the pipe diameter at the point of connection of the new cold-water line to existing service pipes. Show appropriate water pipes sizes for controlling excessive water flow rates, P2903.7. A minimum 3/4” pipe is required for supplying water to the new bathroom group fixtures. ELECTRICAL PLANS: 1. Show Bathroom receptacles with a separate 20 AMP dedicated circuit, E3703.4 and E3901.6. Circuit #4 may not include both the bathroom and laundry receptacles. 10/15/2024 | Site Zoning | REQUIRES RESUBMIT | ZONING REVIEW TRANSMITTAL FROM: Wyatt Berger Lead Planner PROJECT: TC-RES-0324-01773 2350 East Hampton Street – R-1 ADU (1st Review) TRANSMITTAL DATE: October 15, 2024 The site is in the R-1 zone (UDC 4.7.8). A single-family dwelling is a permitted use in the R-1 zone, subject to use-specific standards 4.9.7.B.5-.9. COMMENTS: 1. Provide a site plan that meets the residential plot plan requirements found at: https://www.tucsonaz.gov/files/sharedassets/public/v/1/pdsd/documents/permits/residential-permits/residential_plot_plan_requirements.pdf. The requirements are provided in both written and visual formats. 2. The project proposes a partial demolition of the building. According to the Pima County Assessor’s Office, the effective date of construction for this building is 1948. The property is also a contributing resource to the Blenman Elm National Register Historic District. Per UDC 3.12.1, architectural documentation is required for the complete or partial demolition of a building that is partially or in its entirety 50 or more years old. Documentation shall be submitted under TC-RES-0324-01773 and reviewed and approved by the City Historic Preservation Office prior to Zoning approval of this permit. Please note that T17CM03868 associated with the rear detached accessory structure is in “expired” status. A separate final-only permit may be required to be submitted to close and complete this accessory structure conversion to a sleeping quarters. 4. Based on T17CM03868 and the floor plan submitted with TC-RES-0324-01773, five total bedrooms are proposed on the site. Per use-specific standard 4.9.7.B.7, for any new single-family dwelling in the R-1 zone with five bedrooms, three parking spaces are required. For all single-family dwellings in the R-1 zone with five or more bedrooms, all parking spaces must be located on-site, either in a side or rear perimeter yard. Parking spaces may not be located in a vehicular use area in any front street perimeter yard. A parking area is not required to be developed to a commercial standard. A dustproof parking surface is required to at least a minimum of two inches of compacted pea gravel. An existing covered residential parking area may be used. Per UDC 11.4.3, the term bedroom includes all of the following: 1) Any room that is designated as a bedroom; 2) Any enclosed room that has a minimum area of 60 square feet and has an accessible opening to the exterior of the building in compliance with the International Building Code (IBC), whether termed a studio, family room, study, den, bonus room, or any other name, except for a living room, dining room, kitchen, and bathrooms; and 3) Any room designated as a bedroom for the purpose of any other code requirement. Per a previous Zoning Administrator’s determination, the proposed office can be considered an extension of the existing dining room if a five-foot-wide opening with no doors are proposed. Compliance with use-specific standard 4.9.7.B.7 will not be required if the opening standards can be achieved. 5. Per UDC Table 6.3-2.A, when a residential use is adjacent to a residential zone, the required side and rear perimeter yards are six feet or 2/3 the height of the exterior building wall underneath the eave, whichever is greater. Based on a wall height of 10’-3”, the required side perimeter yard is 6’-10” as measured from the west lot line. The proposed side perimeter yard is 4’-9”. Site Zoning acknowledges a Design Development Option (DDO) application has been submitted; however, Site Zoning cannot approve TC-RES-0324-01773 until the DDO process is completed.
