Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval.

GENERAL REQUIREMENTS:

Clarify if the structure is 2018 IRC compliant for a dwelling unit.

SITE PLAN:

1. Show the location and size of water and electric lines from property line to building, R106.1.1. Identify the utility lines requiring upgrade or replacement.
2. Clarify the building dimensions. Sheet A1.0 shows 10 x 20 but sheet A1.1 shows 10 x 27. New construction requires structural construction plans, R106.1.

PLANS:

1. The proposed Sleeping Quarters is sited within the 3’ fire separation distance determined from a line parallel and 3’ away from the west property line. Show compliance with R302.1 (City of Tucson Amended) by providing a wall with one-hour rated materials prescribed in IBC Table 721.1(2), Items 15-1.1 to 16-1.3, R106.1.

SECTIONS - DETAILS:

1. Provide a structure section showing existing and proposed features including a foundation, sills, anchoring, framing, sheathing and insulation, R106.1.
2. Clarify if ceiling/roof insulation is existing or proposed as the installation requirement has changed, R806. Currently an unvented roof assembly with all insulation at the roof including an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing as part of the total R-30 insulation requirement, R806.5. A single layer of batt insulation does not provide the required condensation control.

PLUMBING PLANS:

1. Tucson Water Department limits flow rates for each water meter size in compliance with P2903.7. Show an appropriate yard pipe for supporting the existing and proposed dwelling units.
2. Show an individual accessible water supply shut off and water heater for the proposed dwelling building, P2903.9.1.

MECHANICAL PLANS:

1. Show bathroom (without a window) exhaust fan locations with minimum 50 CFM rating and duct to the exterior, R303.3 and M1505.

ELECTRICAL PLANS:

1. A smoke alarm is required for each sleeping area, R314.3.2.
2. Provide a Riser Diagram showing a sub panel and feeder size for proposed dwelling unit, NEC 225.30, E3403, Table E3704.2(1).
3. Designate the circuit number at the location of each light fixture, receptacle, appliance, and equipment disconnect switch, E3404.12.
4. Provide a panel schedule showing panel size, circuit numbers, ampacity, wire size and general description, E3404.13 & E3706.2.
5. Verify the water heater circuit size for serving the load, E3702.11.
6. Show receptacle outlets at each kitchen counter space wider than 12” with no point along the wall line more than 24” from a receptacle outlet, E3901.4.1. Show receptacles within 2’ of counter edges or corners and no more than 4’ apart.
7. Show a dedicated 2O AMP small appliance circuit at the kitchen countertop receptacle outlets, E3703.2 and E3901.3.
8. Show a separate 20 AMP dedicated receptacle outlet within 3’ of the lavatory basin, E3703.4 and E3901.6.
9. Show at least one wall-switch-controlled lighting outlet providing illumination on the exterior side of each egress door having grade level access R3903.3.
10. Protect extended branch circuits with combination type arc-fault circuit interrupters, or an AFCI type receptacle at the first outlet on the branch circuit, E3902.17. Update note #16 by removing the “to bedroom” limitation as this now applies throughout the dwelling.

OUTDOOR LIGHTING CODE

1. Show the proposed fixture as full cut-off FCO style or provide an Outdoor Lighting Calculation including all exterior fixtures on the property for determining exterior lighting limits.

Convert Storage to Sleeping Quarters (1st Review)

TRANSMITTAL DATE: April 25, 2023

Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This site is located in the R-2 zone (UDC 4.7.9). A single-family residence (SFR) is a permitted use in this zone (Table 4.8-2). See Use-Specific Standards 4.9.7.B.6, .9, & .10.
1. The lot coverage calculation is not correct. Per UDC Article 6.4.3.B.3.b Vehicular use areas, measured within the outside edges of any area allocated to vehicle use, whether improved or unimproved are included. Per UDC Article 6.4.3.C.1.a roofed area, open on at least one side, which provide shelter to exterior areas, such as balconies, entrances, stoops, and terraces, porches are not included.

2. The “MAX. BLDG HGT 30’” is not correct. Per UDC TABLE 6.3-2.A: DIMENSIONAL STANDARDS FOR THE R-1, R-2, R-3, MH-1, & MH-2 ZONES, R-2 Zone the maximum allowed height is 25’.

3. The front and rear setbacks listed on the plan are not correct. The front street perimeter yard setback is 20 feet or one and one-half the height of the proposed wall (H), measured from the street property line. The rear perimeter yard setback is based on UDC TABLE 6.3-2.A: DIMENSIONAL STANDARDS FOR THE R-1, R-2, R-3, MH-1, & MH-2 ZONES, R-2 Zone, Residential Use to a Residential Zone, the minimum setback is the greater of six (6) feet, or two-thirds (2/3) the height of the structure’s wall facing each interior property line.

4. For this conversion to qualify as a “Sleeping Quarters” the proposed double bowl sink will need to be a single bowl bar type sink. If the double bowl sink is to remain impact fees will apply.

5. As you are converting non-habitable space to habitable and the existing structure does not meet perimeter yard setbacks a neighbor’s setback waiver is required. To secure this neighbor setback waiver the following statement must be provided on the plot plan and be signed and dated by the adjacent property owner(s):
