This property resides within City of Tucson Mabel Street floodplain and will require a floodplain use permit. 2. This will require the submission of a Floodplain use permit with elevation certificate. Please start a new FPU at our permit application web page: https://tdc-online.tucsonaz.gov/#/home The FPU permit is a separate permit that can be submitted within the sub-records tab of this building permit on TDC online. 3. The calculated Base Flood Elevation is 2387.4ft NAVD88 and the required finished floor elevation for the Garage will be 2388.4ft NAVD88. 4. Per code, this structure can either be elevated at or above 2388.4ft (including the shed) OR the structure can be flood vented according to Tucson Code PART II Chapter 26, Section 26-11.2.(8). A minimum of two openings will be required. The vents will have a total net area of not less than one square inch for every square foot of enclosed area. Openings may be equipped with screens, louvers, valves, or other coverings or devices if they permit the automatic entry and exit of floodwater. 5. For resubmission of the residential building permit and submission of the flood plain use permit, have the flood vents and a detail shown on the construction plans. Have the detail include dimensions of vents as well as height above grade. 6. Site engineering is unable to approve this permit TC-RES-0226-00984 until the Floodplain Use Permit has been issued. Cassidy, Planner Planning & Development Services Department – Current Zoning Review Section PROJECT: TC-RES-0226-00984 – Residential Building – New single garage attached to existing unpermitted storage shed 227 E HELEN ST TUCSON, AZ 85705 (NR-1 Zoning) Site Plan Review –1st Review TRANSMITTAL DATE: March 13, 2026 This site is in the R-1 Residence Zone (UDC 4.7.8). A single-family residence is permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 - .9 for 1 unit. The City's Unified Development Code (UDC) (Section 1.4.1.C) establishes that before the City issues any approvals or permits; we must confirm that a site complies with UDC standards. Therefore, as part of permit reviews, we review a site's permit history and compare it to aerial photography to confirm that unpermitted work has not occurred. In many cases, this does mean that a homeowner must apply for permits for unpermitted work before we can approve any new work on that site. Plan review for the above referenced new, single garage attached to existing unpermitted storage shed has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. 1. COMMENT: After reviewing the property documentation history in Property Research Online (PRO), zoning could not verify any permit documentation for the existing shed the customer is intending to physically attach the proposed garage to. Zoning will not be able to approve the permit application until the permit information is provided. If permit documentation cannot be provided, the shed may be included as a part of this permit application. Provide length, width dimensions and dimensions to the east property line. 2. COMMENT: Zoning has acknowledged this property has a structure on-site with a with ‘contributing status’ with the National Register of Historic Places and advises the owner to contact the State Historic Preservation Office (HPO) to determine if this project will impact the status. Contact https://azstateparks.com/SHPO for more information. This comment is purely made as a courtesy as there may be tax implications. No action is required and is at the discretion of the owner. 3. COMMENT: Additional comments may be forthcoming on the next review based on responses to Zoning and other PDSD reviewer comments. RESUBMITTAL OF THE FOLLOWING IS REQUIRED: 1.
