This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2024 International Residential Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval. GENERAL REQUIREMENTS: The City of Tucson adopted the 2024 IRC with amendments and building ordinances for all dwellings. Place the reference code on sheet A1 rather than throughout the plans. Provide a separate response letter addressing each comment with location of change on the plans. GENERAL COMMENTS: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Codes/Building-Codes 1. Show compliance with the Inclusive Home Design Ordinance adopted by the City of Tucson Ordinance #10463 on 10/16/2007. Notate accessible route, minimum door width, changes in floor elevation, door hardware, electrical outlet reach range, grab bar reinforcement, etc. PLANS: 1. Remove all outdated code references, R106.1.1. Incorrect entries were found on sheets A1, A3, A5, AE1, & S0.0. 2. Notate a cool (white) roof finish (greater than 60 SRI) as required by the ADU provisions. 3. Show a maximum ½” floor elevation changes at a notated accessible route entrance on the floor plan, R106.1.1. Include all threshold conditions for a route from the exterior into the living space. 4. Provide a minimum 6 mil polyethylene vapor retarder with joints lapped not less than 6 inches is required between the concrete floor slab and the base course or the prepared subgrade where a base course does not exist, R506.3.3. MECHANICAL PLANS: 1. Provide (an HVAC system with fresh air intake) whole-house mechanical ventilation with controlled exhaust, R303.4; N1103.6 & M1505.4. Identify the device model number providing an adjustable setting and note the minimum continuous setting. A one-bedroom dwelling under 1501 SF requires a 30 CFM continuous setting. 2. Provide makeup air when exhausting more than 200 cubic feet per minute, M1502.6. PLUMBING PLANS: 1. Show an individual accessible water supply shut off and water heater for the proposed dwelling unit, P2903.9.1. ELECTRICAL PLANS: 1. Provide a Riser Diagram showing a service disconnect for both the primary and ADU dwelling (location site specific), E3403. Show the ADU feeder size and appropriate breaker requirement, E3602.1 & E3603.1. 2. Show a surge-protective device (SPD) as an integral part of or placed immediately adjacent to the service equipment, E3606.5. INTERNATIONAL ENERGY CONSERVATION CODE: 1. Energy Certificate: (Mandatory) place near the indoor furnace or in utility room, N1101.14. Add notation to plans. As the proposed development is a new dwelling (ADU, SFR, Duplex, Etc), Per the City of Tucson Inclusive Home Design Ordinance: https://www.tucsonaz.gov/files/sharedassets/public/v/1/city-services/planning-development-services/documents/inclusivehomedesignordinance.pdf, all new dwellings and units have a requirement to provide an “accessible route from public and common areas, including, but not limited to, a driveway or public street or sidewalk”. Draw, dimension, and label an accessible route from the driveway, sidewalk, or street to an accessible entrance. a. Refer to Technical Standards Manual Section 7-01.4.3 for sidewalk/pathway specifications including the minimum 4ft-width and composition minimums. b. Action Items: Provide a width call-out, proposed slope, and label the walkway as the “Accessible Route” leading to the new ADU entrance. An accessory dwelling unit is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.6, 8 & 9 and 6.6.3. RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Correct plans, as noted in the comments below, along with a response letter indicating how all Site Zoning comments were addressed. 1. (Comment) Per Ordinance 12219, the Middle Housing Code Amendment requires basic drought resistant landscaping to be indicated on the site plan for 1–4-unit residential projects submitted starting in 2026. The requirements include but are not limited to: a. One canopy tree required for every 1,000sqft of gross floor area of the development project (1-1,000sqft – 1 tree, 1,001-2,000sqft – 2 trees). The GFA of this project would require 1 canopy tree. b. 5 feet of vegetative groundcover for the length of the street frontage, minus the curb cut width. For this lot, approximately 340sqft of vegetative groundcover will be required. c. Landscaping requirements may be met by existing landscape features on the site, but the existing landscaping must be indicated on the site plan. Please indicate existing on-site landscaping on the site plan. d. See Ordinance 12219 for the full list of landscaping standards. 2. Total vehicular use area square footage (UDC Section 11.4.23 --Areas for vehicle use, such as parking, garages, carports, and driveways). Include a subtotal for the driveway, the remainder in the front yard, and the remainder elsewhere on site. (See UDC section 4.9.7.B.12 for information on front yard allowances.) b. Lot coverage calculation (UDC Section 6.4.3 – The percent of the site occupied by enclosed buildings and vehicular-use areas, calculated by taking the total square footage of enclosed structures and vehicular use areas divided by the total lot square footage) c. Indicate the Required Landscaping (Ordinance 12219) d. Draw any existing trees, shrubs, and other vegetation, including approximate canopy size at maturity e. Draw any proposed new trees, including the planting area basin for each (50 square feet, or 4-foot radius) f. Draw any proposed new groundcover areas g. In the notes, indicate the watering method, and list the tree and groundcover species selected 3. (Comment) It appears that a fence was constructed around the property in 2024 without a permit. Please include the fence in the proposed plans or submit a separate fence permit. Indicate the height, material, and length of the fence on the plans. 4.
