Once the Design Package is deemed complete and fees are paid, staff will schedule a Review with representatives of the applicable Historic Zone Advisory Board and the Tucson-Pima County Historical Commission, Plans Review Subcommittee.

Site Plan Review – 1st Review

TRANSMITTAL DATE: February 11, 2026

This site is in the HR-2 Residence Zone (UDC 4.7.9). A single-family residence is permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.6, .9, & .10.

The City's Unified Development Code (UDC) (Section 1.4.1.C) establishes that before the City issues any approvals or permits; we must confirm that a site complies with UDC standards. Therefore, as part of permit reviews, we review a site's permit history and compare it to aerial photography to confirm that unpermitted work has not occurred. In many cases, this does mean that a homeowner must apply for permits for unpermitted work before we can approve any new work on that site.

Plan review for the above referenced wall and fence combination has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued.


1. COMMENT: The site plan provided is incomplete.

Provide a site plan that meets the requirements show in the plot plan example at the following link:

Specifically:

A. Draw, label and dimension the existing (proposed) wall and dimension its location from adjacent property lines.

B. Draw, label and dimension all setbacks. Setbacks for side and rear property lines are 5’-0” flanking the west and south property lines. The front yard setback is 20’-0” (north property line). The street side yard setback is 10’-0” (east property line).

C. Provide zoning labels on all four sides of this parcel (HR-2).

D. Provide missing site plan scale and corresponding graphic scale.

2. COMMENT: This site is in the HR-2 zone (UDC 4.7.12). Historic review and approval are required. Site zoning has completed their review with comments but cannot approve this permit until the historic review approval letter has been submitted as part of the entire document submission on the next submittal.

3. COMMENT: Zoning has acknowledged this property has a structure on-site with a with ‘contributing status’ with the National Register of Historic Places and advises the owner to contact the State Historic Preservation Office (HPO) to determine if this project will impact the status. Contact https://azstateparks.com/SHPO for more information. This comment is purely made as a courtesy as there may be tax implications. No action is required and is at the discretion of the owner.

4. COMMENT: The existing right of way (ROW) for N First Avenue appears to be 70’-0” +/- but the current ROW is 100’-0” with a recommendation for 100’-0”. Confirm the likelihood of expansion with Benjamin.Elias@tucsonaz.gov (520) 508-4321 to avoid location of proposed wall location in an area slated for expansion. If you discover there will be an expansion, graphically communicate future right of way line and label on all site plan sheets.

5. COMMENT: Additional comments may be forthcoming on the next review based on responses to Zoning and other PDSD reviewer comments.

RESUBMITTAL OF THE FOLLOWING IS REQUIRED:

2. Provide a detailed response letter with your submittal that clearly shows how you have addressed all Zoning comments.
