The request to withdraw a permit must be created within the permit, which means the person requesting the withdrawal must be a contact on the permit. Legally, the permit belongs to the applicant (It is assumed that the applicant has authorization from the property owner). However, if the applicant is not available to submit the request, the property owner can request to be added to the permit and manage the permit themselves.
If a property owner wishes to be added to the permit, the first step is to create a TDC Online account. The website for our portal is:

Once the account is created, the property owner can be added to the permit by:
1 - any applicant or person currently listed on the permit OR
2 - by submitting a letter or email directly to PDSD identifying themselves as the property owner and requesting to be added to the permit. If you recently acquired the property, please include appropriate documentation (such as a warranty deed) that verifies ownership.
Once added, the property owner will have full access to the permit, which means they can add others or request the permit to be withdrawn. All requests for action on the permit MUST be submitted through your TDC Online account. Please review the link below if you have any questions navigating the system:
