Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval.

PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2018 IRC code compliance. Update sheet #1 & 7.

FOUNDATION PLANS:

1. Indicate the direction of slope for the garage slab, R309.1. The wall may require a concrete stem for achieving a level sill.

SECTIONS - DETAILS:

1. Show the minimum 12” reinforced footing depth below the undisturbed ground surface R403.1. Update detail #1 sheet 2.
2. An unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38.

TRANSMITTAL DATE: March 17, 2023

Provided a detail comment response letter with your submittal that clearly shows how you have addressed all comments with your next submittal.

This site is located in the RX-2 zone (UDC 4.7.7). A single-family residence (SFR) is a permitted use in this zone (Table 4.8-1).

1. Clarify what the unused easements are called out on the plan. Based on existing plats and maps there are no easements along this area just right-of-way.

2. As Speedway Blvd is designated as an Arterial Scenic on the COT MS&R Map provide a general note on the cover sheet stating “THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R) & UDC ARTICLE 5.3 SCENIC CORRIFOR ZONE (GCR)”.

3. Based on Paving Plan I-2019-032 and Miraflores Estates final plat the ½ right-of-way (ROW) for Camino Miraflores is 30’ & per Paving Plan U-2018-006 the Miraflores Estates final plat the ½” ROW for Speedway Blvd is 75’. Show the correct ROW on the plan.

4. Perimeter yard setbacks are based on a measurement from design grade to the highest point of the exterior wall UDC Article 6.4.5.B & Figure 6.4.5-A. Provide a dimension on the building elevations from design grade to the highest point of the wall. All provided dimensions are from finished floor.

5. Building height is based on a measured from the design grade elevation to the highest point of a flat roof; to the deck line of a mansard roof; or to the middle (between the eave and ridge) of the highest gable of a pitched or hipped roof, except as follows: (See Figure 6.4.4-A, Measurement of Building Height.) Provide a height dimension from design grade.

6. As Speedway Blvd is designated as a scenic corridor the maximum allowed building height is 24’, see UDC Article 5.3.5.A.3.

7. As Speedway Blvd is designated as a scenic corridor the street perimeter yard setback is based on UDC Article 5.3.5 & Figure 5.3-C. Base on the wall height of 25’shown on the plan the required street perimeter yard setback is 75’-0” as measured from the property line. A Board of Adjustment for Variance will be require to reduce the street perimeter yard setback. Until comment 4 is addressed correctly Zoning cannot provide the required comments for the Board of Adjustment.

8. Street perimeter yard setback for Camino Miraflores is based on UDC Article 6.4.5.C.2 & Table 6.4.5.C-1 ADT over 140 but less than 1,000, and is measured from the outside edge of the nearest adjacent travel lane. Show the edge of travel lane on the plan and provide the correct street perimeter yard setback on the plan.
