| 03/22/2023 | Site Zoning | REQUIRES RESUBMIT | ZONING REVIEW TRANSMITTAL FROM: PDSD Zoning Review PROJECT: TC-RES-0223-02725 1028 N Contzen Ave - R-3 New SFR w/Sleeping Quarters (1st Review) TRANSMITTAL: March 22, 2023 Provided a detail comment response letter with your submittal that clearly shows how you have addressed all comments with your next submittal. This site is located in the R-3 zone (UDC 4.7.10). A single-family residence (SFR) with sleeping quarters is a permitted use in this zone (Table 4.8-2). See Use-Specific Standards 4.9.7.B.6. 1. Per UDC Article 6.6.3.C. Detached accessory buildings, including accessory dwelling units, are not permitted in the buildable area extending the full width of the lot between the principal building and the front street lot line, except for terraces and steps not over three feet high above the natural grade, paved areas, and fences or walls. As the proposed SFR does not meet the minimum 20’-0” street perimeter yard setback to Delong St. Zoning considers Contzen Ave as the front street. That said the sleeping quarters is considered an accessory structure and is not allowed in the front yard. A Board of Adjustment for Variance will be required to permit the plans as shown. 2. Perimeter yard setbacks are based on a measurement from design grade to the highest point of the exterior wall UDC Article 6.4.5.B & Figure 6.4.5-A. As a dimension was not provided from design grade to the highest point of the wall Zoning cannot verify perimeter yard setback requirements. 3. Provide perimeter yard setback dimensions from the post supporting the proposed porches to the applicable property lines. These structures are required to meet perimeter yard setbacks. 4. It does not appear that the lot coverage calculation is not correct. Review UDC Article 6.4.3 and the example shown on the Residential Plot Plan Requirements found at: https://www.tucsonaz.gov/files/pdsd/forms/Residential_Plot_Plan_Requirements.pdf, and provide a correct lot coverage calculation. Per UDC Article 6.4.3.C.1.a Roofed areas, porches, open on at least one side, which provide shelter to exterior areas, such as balconies, entrances, stoops, and terraces, provided they are not used for utilities, maintenance, laundry, storage, or motor vehicle parking. 5. There is a carport shown on the west end to the propose SFR on the plot plan but this carport is not shown on the floor plan or elevations.
