Cassidy, Planner Planning & Development Services Department – Current Zoning Review Section PROJECT: TC-RES-0126-00497 – Residential Building – Replace damaged Masonry Wall with a new masonry wall 1307 E LESTER ST TUCSON, AZ 85719 (NR-1 Zoning) Site Plan Review – 1st Review TRANSMITTAL DATE: February 10, 2026 This site is in the NR-1 Residence Zone (UDC 4.7.8). A single-family residence is permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 - .9 for 1 unit; 4.9.7.B.1 - .9, & .11 for 2 units (min. 10,000 sq ft lot size required). The City's Unified Development Code (UDC) (Section 1.4.1.C) establishes that before the City issues any approvals or permits; we must confirm that a site complies with UDC standards. Therefore, as part of permit reviews, we review a site's permit history and compare it to aerial photography to confirm that unpermitted work has not occurred. In many cases, this does mean that a homeowner must apply for permits for unpermitted work before we can approve any new work on that site. Plan review for the above referenced wall replacement has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. 1. COMMENT: The site plan provided is incomplete. Provide a site plan that meets the requirements show in the plot plan example at the following link: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Permits/Plan-Examples/Plot-Plan-Example Specifically: A. Indicate what specific portion of the existing unpermitted wall is being replaced. Provide dimensions of the existing and newly replaced portion as they relate to adjacent property lines. B. Draw, label and dimension all setbacks. Setbacks for side and rear property lines are 5’-0” north and east property lines. The front yard setback is 20’-0”. The street side yard setback is 10’-0”. In the case of a ‘corner lot’, like this example (fronting on two streets), the property owner can choose which is which. Update plan and associated content accordingly. Additionally, include this in the required comment response letter. C. Draw and label all the property lines. D. Provide zoning labels on all four sides of this parcel (NR-1) 2. COMMENT: Zoning was not able to find approved permit documents for the existing 6’ x 8’ shed, pergola or the original wall (prior to what position is being replaced). Either 1) provide approved permit documents, 2) include all three items in this permit, or 3) show the structures to be removed from site. If you choose option 2, include this as a comment in your comment response letter. 3. COMMENT: Zoning has acknowledged this property has a structure on-site with a with ‘contributing status’ with the National Register of Historic Places and advises the owner to contact the State Historic Preservation Office (HPO) to determine if this project will impact the status. Contact https://azstateparks.com/SHPO for more information. This comment is purely made as a courtesy as there may be tax implications. No action is required and is at the discretion of the owner. 4. COMMENT: The existing right of way (ROW) for N First Avenue appears to be 60’-0” +/- but the current ROW is 64’-0” with a recommendation for 64’-0”. Confirm the likelihood of expansion with Benjamin.Elias@tucsonaz.gov (520) 508-4321 to avoid location of proposed wall and shed in an area slated for expansion. If you discover there will be an expansion, graphically communicate future right of way line and label on all site plan sheets. 5. COMMENT: Additional comments may be forthcoming on the next review based on responses to Zoning and other PDSD reviewer comments. RESUBMITTAL OF THE FOLLOWING IS REQUIRED: 1.
