Once the Design Package is deemed complete and fees are paid, staff will schedule a Minor/Full Review with representatives of the applicable Historic Zone Advisory Board and the Tucson-Pima County Historical Commission, Plans Review Subcommittee.

PLAN REVIEW COMMENTS

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. Provide a separate Comment Response Letter when submitting updated plans. Facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2024 International Residential Code and 2018 International Energy Conservation Code. The 2024 International Energy Conservation Code takes effect July 1st. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2024 IRC code compliance. The plans require sufficient detail for demonstrating minimum building code compliance for passing all progress inspections.

Provide a separate response letter addressing each comment with location of change on the plans.

SITE PLAN:

1. Show the location of the electrical service panel, R106.1.1. An overhead service conductor may not pass over the proposed building without an 8-foot clearance above the roof, E3604.2.1. Check with TEP customer service for feasible service line options if passing over the roof. https://www.tep.com/electric-service-requirements. The service panel could be located at the proposed building close to the service transformer.
2. Clarify the location of the proposed structure walls and roof edges showing the distance to the property line, R106.1.1. The roof may not extend over the property line.

PLANS:

1. Reduce the building area to 200 square feet or provide plans with structural calculations sealed by an Arizona engineer for a performance compliant assembly, R106.1. An adobe structure is not prescriptive within the 2024 IRC.
2. Provide a minimum 6 mil polyethylene vapor retarder with joints lapped not less than 6 inches is required between the concrete floor slab and the base course or the prepared subgrade where a base course does not exist, R506.3.3.

SECTIONS - DETAILS:

1. A roof projection may not extend closer than 24” to the adjoining (neighboring) property line. Any part of a roof projection extending into the 3-foot fire separation distance from the property line requires not less than one-hour fire-resistive construction on the underside, R302.1 (City of Tucson Amended).

Please resubmit revised drawings with a detailed response letter stating how all Zoning Review Section comments were addressed.

This site is located in the HO-3 zone (UDC 4.7.15). A single-family residence is a permitted use in this zone (Table 4.8.5).

Comment: The minimum required setback for side and rear yards on residential lots is now 5’, per Middle Housing Ordinance HB2721. Based on the provided site plan, the shed appears to be less than 5’ from both the north and east property lines. Per UDC Article 6.6.2.D, an accessory structure that is detached from a principal structure shall comply with the setback standards of the principal structure, except that the accessory structure may be built to a parcel line with the consent of the adjacent property owner(s). To secure this neighbor setback waiver the following statement must be provided on the plot plan and be signed and dated by the adjacent property owner(s) (420 W 17th St).
