Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. Provide a separate Comment Response Letter when submitting updated plans. Facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2018 IRC code compliance. The plans require sufficient detail for demonstrating minimum building code compliance for passing all progress inspections.

Note the 2018 IRC reference on the plans.

A building permit requires submission of construction plans showing 2018 IRC compliance. The existing building (built by others) may require additional construction for code compliance. Provide plans showing all the changes after the last completed building permit. The original building may have had a permit for a different function such as a garage, or it may have been constructed completely without a permit. Either way a permit for a dwelling requires construction plans which document a safe and complete dwelling suitable for occupancy.

Provide a response letter addressing each comment with location of change on the plans. Submit separate letter and plan set files.

Provide a clear and concise construction plan set. Plans may be prepared by a building professional familiar with documenting an existing building. Sample plans at https://www.tucsonaz.gov/Departments/Planning-Development-Services/Permits/Residential-Permits

SITE PLAN:

1. Show the location of utility lines to the altered building, R106.1.1. Identify the utility lines requiring upgrade or replacement.
2. An overhead service conductor may not pass over the proposed building without an 8-foot clearance above the roof, E3604.2.1. Check with TEP customer service for feasible service line options if passing over the roof. https://www.tep.com/electric-service-requirements. The service panel should be located at the proposed building close to the service transformer.
3. The walls and roof structure may not extend to a point closer than 3 feet from the neighboring property line without fire rated protection for fire spread. Provide compliance with R302.1 (City of Tucson Amended) by protecting the structure located within 3 feet of the property line in compliance with IBC Table 721.1(2).

PLANS:

1. Provide a floor plan showing the functional name of each existing and proposed room, R106.1.1. Bedrooms require code compliance for egress, R310.
2. Provide a Roof Framing Plan showing the rafters sized for supporting live and dead structural loads (Table R802.4.1(1)) or provide an engineer’s sealed plan set for manufactured trusses, R301.1.3.

SECTIONS - DETAILS:

1. Provide construction details for alterations performed since the last permit. The plans need to show all construction if the building was constructed without a permit.

PLUMBING PLANS:

1. Show an individual accessible water supply shut off and water heater for the proposed dwelling unit, P2903.9.1.
2. Show the water heater rating if proposed as a new unit, P2801.1.

MECHANICAL PLANS:

1. Show the HVAC system size accordance with M1401.3, M1601.1.

ELECTRICAL PLANS:

1. Provide a Riser Diagram for the service on the property with TEP coordination, NEC 225.30 and E3403.
2. Show a smoke alarm in the sleeping room or area and outside the doorway in the immediate vicinity with an electrical circuit, R314.3.
3. Designate the circuit number at the location of each light fixture, receptacle, appliance, and equipment disconnect switch, R106.1.1.
4. Provide a panel schedule showing the main ampacity consistent with the load summary, E3601.6.1 & E3706.2.

This comment was not addressed. Provide a detailed comment response letter with your submittal that clearly shows how you have addressed all comments with your next submittal.

This site is located in the R-2 zone (UDC 4.7.9). A single-family residence (SFR) is a permitted use in this zone (Table 4.8-2). See Use-Specific Standards 4.9.7.B.6, .9, & .10.

1. Provide a residential plot plan that meets the requirements found at: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Permits/Plan-Examples/Plot-Plan-Example, to include but not limited to:
a. This comment was not addressed. Provide the scale on the plot plan. The plot plan shall be drawn at an engineering scale, i.e. 1”=10’, 1” = 20’.
b. This comment was not addressed. No percentage of lot coverage was provided. Provide a lot coverage calculation the meets the requirements of UDC Article 6.4.3 and the example shown on the Residential Plot Plan Requirements.
c. This comment was not addressed correctly. The zoning of this parcel and all adjacent parcels is NR-2. Provide the zoning of all adjacent parcels on the plot plan.
d. The provided property dimensions at not correct and should 75’ x 133’. The provided property line dimensions are not correct.

2. This comment was not addressed. Clarify if this is a sleeping quarters or an ADU and revised the description within the permit system. The permit application talks about an ADU but the plan talks about a Sleeping Quarters, clarify what the structure is.

3. This comment was not addressed. As the violation talks about parapets being added, provide fully dimensioned building elevations for the ADU/Sleeping Quarters. Perimeter yard setbacks are based on a wall height measurement from design grade to the highest point of the exterior wall UDC Article 6.4.5.B & Figure 6.4.5-A. If the parapet additions affect the perimeter yard setbacks additional comments maybe forthcoming.

4. Provide a floor plan that clearly shows the layout of the ADU/Sleeping Quarters.
