Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. Provide a separate Comment Response Letter when submitting updated plans. Facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2018 IRC code compliance.

Provide a response letter addressing each comment with location of change on the plans. Submit separate letter and plan set files.

SITE PLAN:

1. A roof projection may not be placed closer than 2 feet to a neighboring property, R302.1 (City of Tucson Amended). The portion between 2 and 3 feet from the property line requires 1-hour rated at the underside, IBC Table 721.1(2), Items 15-1.1 to 16-1.3. Update the 288 SF ramada (keynote #5) with code compliance.

SECTIONS - DETAILS:

1. Clarify the placement of ceiling/roof insulation for determining the need for attic ventilation, R806. An unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing as part of the total R-38, R806.5. Update keynote #16, sheet #6 with a description of each layer of insulation or an application of spray foam for R806 compliance.

PLUMBING PLANS:

1. Show each gas pipe segment sized in conformance with Table G2413.4(1). Existing undersized gas pipes require upgrading with this system alteration. Show the existing water heater and proposed range appliance BTU ratings and appropriate pipe sizes on the gas diagram, sheet #9. A new branch may not be connected to an undersized ½” main line.

ELECTRICAL PLANS:

1. Show two or more 2O AMP small appliance circuits at the kitchen countertop receptacle outlets; they may also serve the breakfast room and dining room, but not other locations, E3703.2 and E3901.3. An additional circuit is required along with #16.

This site is in the R-1 Residence Zone (UDC 4.7.8). A single-family residence is permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 - .9 for 1 unit; 4.9.7.B.1 - .9, & .11 for 2 units (min. 10,000 sq ft lot size required).

PLANS AND ELEVATIONS OR DRAWING SET:

1. COMMENT: Previous comment 1/Review #2 was partially addressed. Per UDC 6.4.3.C.1, “Roofed areas, open on at least one side, which provide shelter to exterior areas such as balconies, entrances, stoops, and terraces, provided they are not used for utilities, maintenance, laundry, storage, or motor vehicle parking are excluded from lot coverage calculations.”

Zoning roughly backchecked the square footage numbers came up with different square footage numbers than what is depicted. Verify and clarify for accuracy moving forward:

Zoning tabulated approximately 1,820 sf for the existing living area / proposed remodel area (versus the 1,699 sf shown).

Zoning tabulated approximately 432 sf for the proposed office and 4th bedroom (versus the 324 sf shown).

Zoning tabulated approximately 787 sf for the existing driveway and carport (count ed toward driveway as this ends up as the parking spot) area (versus the 384 sf shown).

Zoning tabulated approximately 3,039 sf for the existing living area / proposed remodel area (versus the 1,699 sf shown).

2. COMMENT: Previous comment 2/Review #2 was partially addressed. There is a 5’ utility easement located within the rear portion of the property. Please show this easement on your site plan. The provided plans show the easement outside the property lines which is incorrect.

Update Legend 12 keynote to state it is a 5’-0” wide utility easement (not setback).

3. COMMENT: Previous comment 8/Review #1 wasn’t addressed. No building may be constructed in the existing utility easement without written approval from the utility companies.

Provide written approval from all utility companies that within your 5’-0” utility easement. If it is unknown as to which utility companies exist with the easement, call 811 (‘before you dig’) to understand who resides in the easement and reach out to each company to retrieve approval letter.

4. COMMENT: Additional comments may be forthcoming depending on responses to zoning review comments and plans submitted.

5. COMMENT: Site zoning is unable to approve the building permit until the DDO has been approved. The following comments are related to an application for a Design Development Option (DDO) (UDC 3.11.1).

The minimum setback in the R-1 zone is the greater of six (6) feet, or two thirds (2/3) the height of the structures wall facing each interior property line (Table 6.3-2.A). Based on a proposed wall height of 9’, the minimum required setback for the “Ramada” to the West property line is 6’. The proposed setback along the West property line is dimensioned as 1’. The proposed setback will require approval through the DDO application process. Please submit your DDO application as a Zoning Modification sub-record. Include sheet 11 (Ramada as built) to the forthcoming set. Additionally, the north property line setback should also be 6’-0” as opposed to 1’-0” dimension shown (and out of the 5’-0” wide utility easement. Include this as part of your Design Development Option (seeking reprieve from both setbacks)
