Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. Provide a separate Comment Response Letter when submitting updated plans. Facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2018 IRC code compliance. The plans require sufficient detail for demonstrating minimum building code compliance for passing all progress inspections.

Provide a response letter addressing each comment with location of change on the plans. Submit separate letter and plan set files.

SITE PLAN:

1. Show the square footage of living space and garage, R106.1.1.
2. Show the location of the electrical service panel, R106.1.1. An overhead service conductor may not pass over the proposed building without an 8-foot clearance above the roof, E3604.2.1. Check with TEP customer service for feasible service line options if passing over the roof. https://www.tep.com/electric-service-requirements. The service panel should be located at the proposed building close to the service transformer.

PLANS:

1. Provide a complete Plan Set as shown on the Sheet Index, R106.1.
2. Provide a Roof Framing Plan showing the rafters sized for supporting live and dead structural loads (Table R802.4.1(1)) or provide an engineer’s sealed plan set for manufactured trusses, R301.1.3 or provide manufacturer’s calculations and data for engineered trusses sealed by a registered in Arizona engineer or notate the requirement for deferred submittal, R106.1.

SECTIONS - DETAILS:

1. Clarify the placement of ceiling/roof insulation for determining the need for attic ventilation, R806. Attic space outside of the thermal barrier requires a ventilation calculation for showing the attic vent opening size using 1 to 150 of attic area in compliance with R806.2 or an unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38.

PLUMBING PLANS:

1. The Tucson Water Department limits flow rates for the water meter size in compliance with P2903.7. Show an appropriate yard pipe and water meter size.

MECHANICAL PLANS:

1. Provide demand calculations in accordance with Manual J/S/D standards, M1401.3, M1601.1. Systems shall be sized in accordance with Manual S based on building loads calculated in accordance with Manual J and duct systems sized in accordance with Manual D.

ELECTRICAL PLANS:

1. TEP may require the service panel for the property at the closest building to the service transformer. A service line change or a new meter location must be coordinated with TEP for approval.

OUTDOOR LIGHTING CODE

1. Show the proposed fixture as full cut-off FCO style or provide an Outdoor Lighting Calculation including all exterior fixtures on the property for determining exterior lighting limits. Show full cutoff fixtures were located within 25 feet from the property line OLC 401.3.3.

TRANSMITTAL DATE: February 28, 2025

Resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This site is located in the R-1 zone (UDC 4.7.8). A single-family residence (SFR) is a permitted use in this zone (Table 4.8-2). See Use-Specific Standards 4.9.7.B.5 – 9.

1. Provide a lot coverage that meets the requirements shown on the requirements for a residential plot plan found at: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Building-Safety/Plan-Examples/Plot-Plan-Example.

2. The plot plan shall be drawn at an engineering scale. i.e. 1” = 10’, 1” = 20’.

3. Per :UDC Table 4.8-2 a Single-family dwelling is subject to Use Specific Standards 4.9.7.B.5 – 9. Per UDC Article 4.9.7.B.7 For any new single-family dwelling in the R-1 zone with five bedrooms, three parking spaces are required. For every bedroom over five, one additional space is required for each bedroom. For all single-family dwellings in the R-1 zone with five or more bedrooms, and for all lots containing two or more single-family dwellings, with the second dwelling having more than one bedroom, all parking spaces must be located on-site, either in a side or rear perimeter yard. Parking spaces may not be located in a vehicular use area in any front street perimeter yard. A parking area is not required to be developed to a commercial standard. A dustproof parking surface is required to at least a minimum of two inches of compacted pea gravel. An existing covered residential parking area may be used. Based on the provided floor plan and Room Key table there are four bedrooms and an office. Per UDC Article 11.4.3 definition of a bedroom the proposed office counts as a bedroom. The term bedroom includes all of the following: 1) Any room that is designated as a bedroom; 2) Any enclosed room that has a minimum area of 60 square feet and has an accessible opening to the exterior of the building in compliance with the International Building Code (IBC), whether termed a studio, family room, study, den, bonus room, or any other name, except for a living room, dining room, kitchen , and bathrooms; and 3) Any room designated as a bedroom for the purpose of any other code requirement, UDC Article 11.4.3. Show the three (3) required vehicle parking spaces on the plan in a side or rear yard, fully dimensioned and clearly show that the required dustproofing is provided.

4. The minimum setback is the greater of six (6) feet, or two-thirds (2/3) the height of the structure’s wall facing each interior property line (Table 6.3-2.A). Based on a wall height of 10’-8” the required perimeter yard setback from the proposed addition to the east property line is 7’-2”. Depending on which dimension is used the proposed setback is either 5’-1” as shown on the (P) SITE PLAN, or the 4’-1 as shown on the (P) SOUTH ELEVATION. Either way a Design Development Option (DDO) will need to be submitted and approved.
