PLAN REVIEW COMMENTS

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. Provide a separate Comment Response Letter when submitting updated plans. Facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2018 IRC code compliance. The plans require sufficient detail for demonstrating minimum building code compliance for passing all progress inspections.

Note the 2018 IRC reference on the plans.

Provide a response letter addressing each comment with location of change on the plans. Submit separate letter and plan set files.

SITE PLAN:

1. Show the location of utility meters and gas, water and electric lines from property line to buildings, R106.1.1. Identify the utility lines requiring upgrade or replacement.
2. An overhead service conductor may not pass over the proposed building without an 8-foot clearance above the roof, E3604.2.1. Check with TEP customer service for feasible service line options if passing over the roof. https://www.tep.com/electric-service-requirements.

PLANS:

1. The proposed structure may not extend to a point closer than 3 feet from the neighboring property line without fire rated protection for fire spread. Provide compliance with R302.1 (City of Tucson Amended) by protecting the structure placed within 3 feet of the property line in compliance with IBC Table 721.1(2). Include a one hour rated wall below the roof edge with foundation along the full length of structure near the property line or relocate the structure from the fire separation distance.
2. Provide an engineer’s calculation, design, and seal for a performance design when minimum sizes are not prescriptive code compliant with the IRC, R301.1. Sealed plans should be available from the manufacturer for pre-designed assemblies.

COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This site is located in the R-1 zone (UDC 4.7.8). A single-family residence (SFR) is a permitted use in this zone (Table 4.8-2). See Use-Specific Standards 4.9.7.B.5 - 9.

1. Provide a residential plot plan that meets the requirements found at: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Building-Safety/Plan-Examples/Plot-Plan-Example, to include but not limited to:
a. Provide a lot coverage calculation that meets the requirements of UDC Article 6.4.3 and the example shown on the Residential Plot Plan Requirements.
b. Provide the legal description “JACKSON NO 2 LOT 17” on the plot plan.
c. Provide the owners name on the plot plan.
d. Show all utility lines on the plot plan.
e. Show all easements of record on the plot plan. Based on the Jackson Addition No .2 final plat found at: https://gis.pima.gov/maps/detail.cfm?&parcel=126080400, there is a 5’ easement that runs along the south property line, show this easement on the plan.
f. Indicate the zoning of this parcel and all adjacent parcels on the plot plan.

2. Per UDC Article 6.6.3.D Accessory structures, except for accessory dwelling units, shall not exceed 12 feet in height, unless attached to a principal structure. Per UDC Article 6.4.4.A Measurement of Building Height. Building height is the vertical distance measured from the design grade elevation to the highest point of a flat roof; to the deck line of a mansard roof; or to the middle (between the eave and ridge ) of the highest gable of a pitched or hipped roof, except as follows: (See Figure 6.4.4-A, Measurement of Building Height.) Provide a building height dimension from design grade to the midpoint of the pitched roof. Based on the dimensions provided, this structure exceeds the allowed height of a detached accessory structure and a Board of Adjustment for Variance will need to be submitted and approved for this permit to be approved as submitted. An option to avoid the variance process is to connect the carport to the main dwelling with a roofed structure, minimum 5’ wide and can support a 20 lb. live load.

3. The minimum interior perimeter yard setback is 6’-0” or 2/3 (H) height of the exterior wall as measured from design grade to the highest point of the wall, greater of the two, UDC Table 6.3-2.A & Article 6.4.5.B.1 & Figure 6.4.5-A. Based on the 14’H provided the required perimeter yard setback from the proposed carport to the west property line is 9’-4”, proposed setback is 2’-0”. Depending on how comment 2 is addressed will determine how the reduced setback is addressed. If you elect to keep the carport as a detached accessory structure and apply for a variance the reduced perimeter yard setback can be can be addressed either using a neighbor’s setback waiver, UDC Article 6.6.2.D or include the reduced setback in the variance process. If you elect to connect the carport to the main dwelling a Design Development Option (DDO) will need to be submitted and approved to reduce the setback.
