SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2018 IRC code compliance.

Note the 2018 IRC reference on the plans.

1. Field welding requires a completed special inspection request form for review with the permit plans, R109.2. Obtain an inspector and provide a certified inspector seal on the form found at: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Building-Inspections

Provide a response letter addressing each comment with location of change on the plans. Submit separate letter and plan set files.

PLANS:

1. The roof structure may not extend to a point closer than 3 feet from the neighboring property line without fire rated protection for fire spread. Provide compliance with R302.1 (City of Tucson Amended) by protecting the structure placed within 3 feet of the (west) property line in compliance with IBC Table 721.1(2). Include a one hour rated wall below the roof edge with foundation along the full length of structure near the adjacent parcel.

The fire spread control is for preventing the rapid movement of fire to the adjacent property caused by items contained under the protective structure. Although the structure may not be highly flammable it can direct the fire to roof edges and across the property line if a barrier is not included.

(Previous zoning review comments have been included as reference to the follow up comments).

1. Follow Up Comment to Previous Comment 1: The previous comment was not addressed in the March 4, 2025, 1st review zoning comments. The lot coverage calculation is not correct. Previous Comment 1: The lot coverage calculation is not correct. Per UDC Article 6.4.3.C.1.a Roofed areas, porches, open on at least one side are not included in the calculation.

2. Update the North Arrow graphic to reflect its true direction.

3. The dimensions from design grade to the top of beam on the low and high side of the top of beam must be dimensioned on the structural drawings.

DDO COMMENTS: The following comments are relative to an application for a Design Development Option (DDO) (UDC 3.11.1). The application relative to a Design Development Option cannot be submitted until all reviewers’ comments are addressed.

4. Follow Up to Previous DDO Comment 1: The previous comment was not addressed in the March 4, 2025, 1st review zoning comments. Per UDC Article 6.4.5.D.3.a Shade structures or carports may project up to ten feet into required perimeter yards. The proposed setback from the proposed detached carport to the Jefferson Ave, street property line is 1’-0”. A Design Development Option (DDO) must be submitted and approved to reduce the required setback. DDO application and requirements can be found at:

https://www.tucsonaz.gov/Departments/Planning-Development-Services/Planning-Zoning-Applications/Zoning-Administration. If you have questions about the DDO application or process, please contact Georgia Pennington at Georgia.Pennington@tucsonaz.gov”

Previous DDO Comment 1: Per UDC Article 6.4.5.D.3.a Shade structures or carports may project up to ten feet into required perimeter yards. The proposed setback from the proposed detached carport to the Jefferson Ave., street property line is 1’-0”. A Design Development Option (DDO) must be submitted and approved to reduce the required setback. DDO application and requirements can be found at:

5. Follow Up to Previous DDO Comment 2: The previous comment was not addressed in the March 4, 2025, 1st review zoning comments. Perimeter yard setbacks are based on a wall height measurement from design grade to the highest point of the exterior wall UDC Article 6.4.5.B & Figure 6.4.5-A. Per UDC Article 6.4.5.B.2 for a carport type structure the height measurement is from design grade to the top of beam supporting the roof of the carport. As elevation drawings were not provided with dimensions from design grade to top of beam, at its highest point, Zoning cannot determine the required perimeter yard setback from the proposed carport to the north property line. The minimum setback is the greater of ten (10) feet, or three-quarters (3/4) the height of the structure’s wall facing each interior property line (Table 6.3-2. A). At a minimum a neighbors setback waiver, UDC Article 6.6.2.D, will be required for the reduced 1’-0” perimeter yard setback. As the owner of the adjacent property to the north, you may fill this out as the affected neighbor. Sign it and date it and affix signed information to the plan.

My Name is __________________ and I am the owner of the property located at ________________________.
I have reviewed the site plan and I have no objection to structure being located or constructed ______ feet from the property line as depicted on the site plan.

Signature: _____________________________ Date: _________________________________

If you are not able to secure the required waiver the setback can be addressed using the DDO process mentioned above. The Unified Development Code (UDC) can be found at:
https://www.tucsonaz.gov/Departments/Planning-Development-Services/Codes/Zoning-Code.

Previous DDO Comment 2: Perimeter yard setbacks are based on a wall height measurement from design grade to the highest point of the exterior wall UDC Article 6.4.5.B & Figure 6.4.5-A. The minimum setback is the greater of six (6) feet, or two-thirds (2/3) the height of the structure’s wall facing each interior property line (Table 6.3-2.A). At a minimum a neighbors setback waiver, UDC Article 6.6.2.D, will be required for the reduced 1’-0” perimeter yard setback. To secure this neighbor setback waiver the following statement must be provided on the plot plan and be signed and dated by the property owner to the north:
