PLAN REVIEW COMMENTS

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

GENERAL REQUIREMENTS:

The City of Tucson adopted the 2018 IRC with amendments and building ordinances for all dwellings.

Provide a complete construction plan set including sheet #1 and 2 of the 11 sheet set.

Provide a response letter on separate file with submitting the updated construction plan set.

GENERAL COMMENTS :

1. A separate permit application is required for each dwelling address. The plans may include two dwellings, but a full construction plan set should be submitted with each application.
2. Verify that each dwelling address is correct. 520 W 17TH ST is a parcel with two building of different footprint from the plans. 522 W 17TH ST is a vacant parcel.
3. Clarify if the plans are for a new building or renovation of an existing building.

SITE PLAN:

1. Show the location each utility meter and HCS, R106.1.1.
2. Each dwelling building requires a street address and a separate permit, R319. Show Pima County assigned unit numbers at each dwelling on the site plan.

PLANS:

1. Update the address in the title block consistent with the application address which is 522 W 17th St Unit #1.
2. Clarify between existing and proposed construction. Show sleeping rooms with R310 compliant egress directly to a public right-of-way, or provide an appeal to the Building Official, R301.1.

PLUMBING PLANS:

1. Tucson Water Department limits flow rates for each water meter size in compliance with P2903.7. Show an appropriate water meter(s) size.

MECHANICAL PLANS:

1. Provide demand calculations in accordance with Manual J/S/D standards, M1401.3, M1601.1.
2. Show the HVAC system size for the building demand in accordance with M1401.3, M1601.1.

ELECTRICAL PLANS:

1. Update the Riser Diagram showing the feeder size to each sub panel, NEC 225.30 and E3403.
2. Provide a minimum service conductor rating of 100 AMP for each dwelling and conductors with minimum size of #3 copper 75 degree C, E3602.1 & E3603.1.

INTERNATIONAL ENERGY CONSERVATION CODE:

1. The prescribed energy value for mass walls is R=4 when 50% of insulation is exterior and R=6 when applied interior, N1102.1. Show a means of achieving the prescriptive values at each exterior wall on the plans or show overall compliance if using less than prescribed component values by providing a RES check calculation.

Renovation of existing SFR and new construction of 2nd Dwelling (1st Review)

TRANSMITTAL DATE: February 4, 2025

Provided a detailed comment response letter with your submittal that clearly shows how you have addressed all comments with your next submittal.

This site is located in the HO-3 zone (UDC 4.7.8). A single-family residence (SFR) is a permitted use in this zone (Table 4.8-2). See Use-Specific Standards 4.9.7.B.5 - 9.

1. Provide a residential plot plan that meets the requirements found at: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Permits/Plan-Examples/Plot-Plan-Example.

2. Per UDC Table 6.3-3.A the minimum lot size for two (2) dwelling units on an HO-3 zoned parcel is 3,960 sq. ft. Based on the Pima County Assessor’s information and final plat Elysian Grove Lot 15 Blk 4 dimensions this parcel does not support two dwelling units. At a minimum a Board of Adjustment for Variance will need to be submitted and approved for the two (2) dwelling units on this site, this may require a rezoning. Contact Mark Castro at Mark.Castro@tucsonaz.gov. to determine what process will be required.

3. A separate address and permit will be required for both dwelling units.

4. For your information this site could be developed as a single-family dwelling unit with an accessory dwelling unit (ADU), UDC Table 4.8-3, as long as the requirements of UDC Article 6.6.3 are met for the ADU.

COMMENTS: the following comments are relative to an application for Historic Review (UDC 5.8.8).
