To justify using the 1" pipe you will need to use the low-pressure gas equation (G2413.4(1) equation 24-3, see also IFGC 2018 402.4(1) equation 4-1) and analyze each segment of the piping, including the equivalent length for each fitting. The gas pressure at the two appliances would need to be greater than the minimum required gas pressure for each appliance.
