This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval. SITE PLAN: 1. Identify the utility lines requiring upgrade or replacement, R106.1.1. Show the relocation of overhead electrical line from the existing dwelling to the ADU. Note the new electrical line as underground unless overhead is approved by TEP. PLANS: 1. Notate a cool (white) roof finish as required by the ADU provisions. 2. Show a maximum ½” floor elevation changes at a notated accessible route entrance on the floor plan, R106.1.1. Include all threshold conditions for a route from the exterior into the living space. SECTIONS - DETAILS: 1. Show the location and size of upper-level attic ventilation, R806. The calculation used (area/300) requires upper-level openings along with the eave openings. Also, remove the Vent Optional notation on sheet A2.0. An unvented attic requires a minimum R-5 foam insulation as part of the total insulation value of R-38 located at the roof sheathing. The two layers may be separated. MECHANICAL PLANS: 1. Provide demand calculations in accordance with Manual J/S/D standards, M1401.3, M1601.1. Systems shall be sized in accordance with Manual S based on building loads calculated in accordance with Manual J and duct systems sized in accordance with Manual D. ELECTRICAL PLANS: 1. TEP may require the service panel for the property at the closest building to the service transformer. A service line change or a new meter location must be coordinated with TEP for approval. Show an underground feeder from a metered service panel to the more distant dwelling. Update the riser diagram with appropriate panel location and overhead or underground service based on coordination with TEP. 2. The overhead service conductors require a minimum clearance above the roof depending on roof slope, E3604.2.1. | 01/30/2024 | Site Zoning | REQUIRES RESUBMIT | ZONING REVIEW TRANSMITTAL FROM: Wyatt Berger Lead Planner PROJECT: TC-RES-0124-00504 2828 East 20th Street – R-1 ADU (1st Review) TRANSMITTAL DATE: January 30, 2024 Please resubmit revised drawings with a detailed response letter stating how all Zoning Review Section comments were addressed. The site is in the R-1 zone (UDC 4.7.8). A single-family residence is a permitted use in the R-1 zone, subject to use-specific standards 4.9.7.B.5-.9. 1. The site is located within an Airport Departure Corridor (ADC-1). Per Tucson Unified Development Code (UDC) 5.6.8.A.3.d(2), residential development is limited to no more than one dwelling unit per acre. An accessory dwelling unit (ADU) is thus prohibited from being developed at this site. Per a Zoning Administrator’s determination dated May 29, 1996, for the proposal to not be considered a residential unit, the sleeping quarters is limited to having a refrigerator that can fit below a sink counter, a wet bar sink, and no cooking facilities. These appliances will ultimately need to be removed from the floor plan on A1.0. 2. If a detached sleeping quarters is proposed, provide a floor plan of the existing residence to demonstrate compliance with use-specific standard 4.9.7.B.7. For any new single-family dwelling in the R-1 zone with five bedrooms, three parking spaces are required. For every bedroom over five, one additional space is required for each bedroom. For all single-family dwellings in the R-1 zone with five or more bedrooms, all parking spaces must be located on-site, either in a side or rear perimeter yard. Parking spaces may not be located in a vehicular use area in any front street perimeter yard. A permitted covered residential parking area may be used. Per UDC 11.4.3, the term bedroom includes all of the following: 1) Any room that is designated as a bedroom; 2) Any enclosed room that has a minimum area of 60 square feet and has an accessible opening to the exterior of the building in compliance with the International Building Code (IBC), whether termed a studio, family room, study, den, bonus room, or any other name, except for a living room, dining room, kitchen, and bathrooms; and 3) Any room designated as a bedroom for the purpose of any other code requirement. 3. Per UDC 6.6.3.E, the total gross floor area (gfa) of all accessory structures shall not exceed 50% of the gfa of the principal structure. Accessory structures less than 200 square feet gfa and accessory dwelling units are exempt from this requirement. As an ADU cannot be developed at this site, demonstrate that the proposal complies with UDC 6.6.3.E. A Board of Adjustment variance is required to be granted to exceed this requirement. 4. Provide permit documentation for the existing carport. If a permit was not obtained for this structure, include it within the scope of work of TC-RES-0124-00504. A Board of Adjustment variance will be required to be granted for this structure as it appears to have been constructed with a zero-foot setback.
