Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

GENERAL REQUIREMENTS:

Remove support documents and spec sheets from the construction plan set and place into separate files, R106.1.

Each dwelling unit with kitchen requires a separate Pima County assigned street address after Zoning approval, R319. https://www.pima.gov/1010/Addressing-Frequently-Asked-Questions

Show compliance with the Inclusive Home Design Ordinance adopted by the City of Tucson Ordinance #10463 on 10/16/2007. Notate accessible route, minimum door width, changes in floor elevation, door hardware, electrical outlet reach range, grab bar reinforcement, etc.

SITE PLAN:

1. Show the location of proposed the electrical feeder from the service panel to the ADU, R106.1.1.
2. Show building square footage sizes from exterior walls rather than interior surfaces.

PLANS:

1. Notate a cool (white) roof finish as required by the ADU provisions.
2. Show a maximum ½” floor elevation changes at a notated accessible route entrance on the floor plan, R106.1.1. Include all threshold conditions for a route from the exterior into the living space.

SECTIONS - DETAILS:

1. Clarify the placement of ceiling/roof insulation for determining the need for attic ventilation, R806. Attic space outside of the thermal barrier requires a ventilation calculation for showing the attic vent opening size using 1 to 150 of attic area in compliance with R806.2 or an unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38.

PLUMBING PLANS:

1. Show all drainage fixtures with connection to the public/private sewer system, P2602.1. The clothes washer requires connection to the building drain system with a connection option to the septic.
2. Show an individual accessible water supply shut off and water heater for the proposed dwelling unit, P2903.9.1.
3. Show the gray water horizontal branch drainpipes sized with acceptable number of fixture units, Table P3005.4.1. (max 6 units on 2” pipe size).
4. Provide devices rated for application. A diverter valve for waste drainage requires a manufacturer approved listing. Provide documentation or replace the diverter valves with a collection tank design.

MECHANICAL PLANS:

1. Provide (an HVAC system with fresh air intake) whole-house mechanical ventilation with controlled exhaust, R303.4; N1103.6 & M1505.4. Show the minimum airflow rate setting and location of the device requiring this adjustable setting. A two or three bedroom dwelling under 1501 SF requires a 45 CFM continuous setting.
2. Provide demand calculations in accordance with Manual J/S/D standards, M1401.3, M1601.1. Systems shall be sized in accordance with Manual S based on building loads calculated in accordance with Manual J and duct systems sized in accordance with Manual D.

ELECTRICAL PLANS:

1. Show the location of a carbon monoxide detector outside of bedroom doors, when the dwelling includes an attached garage or gas appliance, R315.
2. Provide a Riser Diagram showing the ADU feeder (and breaker protection) size, NEC 225.30 and E3403.
3. Provide a panel schedule showing panel size, circuit numbers, ampacity, wire size and general description, E3404.13 & E3706.2.
4. Provide electrical load calculations for determining the sub panel size, Table E3704.2(1).
5. Show one 20 AMP branch circuit for the dishwasher/disposal; this circuit may not serve other locations, E3703.8 City of Tucson Amended.
6. Show receptacle outlets at each kitchen counter space wider than 12” with no point along the wall line more than 24” from a receptacle outlet, E3901.4.1.
7. Interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights, and smoke detectors require combination type arc-fault circuit interrupters, E3902.16.

INTERNATIONAL ENERGY CONSERVATION CODE:

1. Energy Certificate: (Mandatory) place near the indoor furnace or in utility room, N1101.14. Add notation to plans.

COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This site is located in the RX-1 zone (UDC 4.7.6). A single-family residence with and accessory dwelling unit (ADU)is a permitted use in this zone (Table 4.8-1) subject to Use Specific Standards 4.9.7.B.6, 8, & 9 and 6.6.3.

1. Per UDC Article 6.6.3.C Detached accessory buildings, including accessory dwelling units, are not permitted in the buildable area extending the full width of the lot between the principal building and the front street lot line. The proposed ADU w/garage is located in the front yard and will require a Board of Adjustment for Variance.

2. Per UDC Article 6.6.3.E The total gross floor area (gfa) of all accessory structures shall not exceed 50% of the gfa of the principal structure. Accessory structures less than 200 square feet gfa and accessory dwelling units are exempt from this requirement. The proposed ADU w/garage and existing shed exceed the allowed 50% of the principal structure. 2,163sf x 0.5 = 1,082 sf, proposed ADU w/garage and existing shed = 1,926 sf. a Board of Adjustment for Variance is required to exceed the 50%.
