This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval. PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2018 IRC code compliance with component sizes. The plans require sufficient detail for demonstrating an awareness of minimum building code compliance for passing all progress inspections. Consider using a design professional if unfamiliar with construction documentation. Combine all pages of the construction plans into a single file. Place sheet numbers on each sheet of construction plans. Provide a clear and concise construction plan set. Sample plans are available at https://www.tucsonaz.gov/Departments/Planning-Development-Services/Permits/Residential-Permits SITE PLAN: Provide a site plan showing dimensions of buildings and utilities, R106.1.1. Show the location of all utility lines from property line to building(s) along with required alterations. FLOOR PLAN: 1. Identify proposed walls, doors and windows, R106.1.1. 2. Show door locations and window sizes with type identified as XO or SH. Include the identification of adjacent rooms with door or window openings in the proposed space. An altered bedroom requires code compliance for egress, R310. SECTIONS - DETAILS: 1. Provide a structure section of proposed exterior wall (at vehicle door enclosure) showing existing and proposed features including a foundation, sills, anchoring, framing, sheathing and insulation, R106.1. 2. Show the minimum 12” x 12” continuous #4 rebar reinforced footing, R403.1. Show with dimensions the exterior wood siding, insulation, interior sheathing, and pressure treated sill anchored with ½” x 10” bolts. Show the wall assembly with a 6” clearance above the ground or 2” clearance above an exterior concrete surface, R317.1 item 5. 3. Clarify if ceiling/roof insulation is existing or proposed as the installation requirement has changed, R806. Currently an unvented roof assembly with all insulation at the roof including an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing as part of the total R-30 insulation requirement, R806.5. A single layer of batt insulation does not provide the required condensation control. 4. Show the cross-section detail with appropriate wall insulation, N1102.1. A 2x4 framed cavity may accept R-13 batt insulation whereas a 2x6 cavity accepts R-19. PLUMBING PLANS: 1. Provide complete plumbing plans showing pipe sizes with 2018 IRC compliance, R301.1. 2. Tucson Water Department limits flow rates for each water meter size in compliance with P2903.7. Show an appropriate yard pipe for supporting the existing and proposed demand. MECHANICAL PLANS: 1. Show heating/cooling sizes for area demand, R303.9. ELECTRICAL PLANS: 1. Provide a panel schedule showing panel size, circuit numbers, ampacity, wire size and general description, E3404.13 & E3706.2Provide proposed wiring details showing code compliant device locations and circuit sizes. Show circuit number and size with receptacles at all walls (within 6’ of any wall location) and lighting control at each doorway both interior and exterior. 2. Show a smoke alarm in each bedroom (sleeping area), R314.3. 3. Show at least one wall-switch-controlled lighting outlet providing illumination on the exterior side of each egress door having grade level access R3903.3. 4. Notate interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights and smoke detectors with combination type arc-fault circuit interrupters, E3902.16. INTERNATIONAL ENERGY CONSERVATION CODE: Provide insulation details minimum (R-13 walls and R-30 small additions or otherwise R-38 ceiling) showing code compliant placement of materials and ratings, N1101. Windows require a solar heat gain of 0.25 or better. | 02/08/2024 | Site Zoning | REQUIRES RESUBMIT | ZONING REVIEW TRANSMITTAL FROM: Wyatt Berger Lead Planner PROJECT: TC-RES-0124-00423 4144 East Desert Place – R-2 Enclose garage into studio – (1st Review) TRANSMITTAL DATE: February 8, 2024 Please resubmit revised drawings with a detailed response letter stating how all Zoning Review Section comments were addressed. 1. Provide a site plan that meets the residential plot plan requirements found at: https://www.tucsonaz.gov/files/sharedassets/public/v/1/pdsd/documents/permits/residential-permits/residential_plot_plan_requirements.pdf. The plot plan requirements are provided in both written and visual formats. Show all existing buildings and structures on the site plan. 2. Clarify the use of the proposed studio. A sleeping quarters may include bedrooms, bathrooms, and a sitting room (UDC 6.6.3.A). An accessory dwelling unit (or a full-size dwelling unit) may include a kitchen, bedrooms, bathrooms, and a sitting room (UDC 6.6.3.B) and will need to comply with all of UDC 6.6.3. Impact fees will also be incurred if cooking facilities are proposed. Per a previous Zoning Administrator’s determination dated May 29, 1996, to not be considered a dwelling unit, the studio is limited to having a refrigerator that can fit below a sink counter, a wet bar sink, and no cooking facilities. 3. The survey provided for wall permit T20BU00486 indicates that a perimeter wall and fence were constructed beyond property lines. The perimeter wall and fence are associated with an active code enforcement violation. Ensure that this matter is addressed with your resubmittal. 4. Two structures that were constructed without prior zoning review appear in aerial photography in 2022. Show these structures on the site plan with applicable building height and setbacks. Per UDC Table 6.3-2.A, when a residential use is adjacent to a residential zone, the required setback is six feet or 2/3 the height of the structure, whichever is greater. As the shade sail is attached to the existing residence and connects to the east perimeter wall, a variance is required to be granted by the Board of Adjustment to the structure to remain with a setback of 0’-0”. The detached accessory structure along the west property line also does not meet the minimum setback requirement. A neighbor’s setback waiver may be utilized to reduce the required setback (UDC 6.6.2.D). A signed waiver from the property owner of 4138 East Desert Place may be utilized to reduce the side yard setback. Provide the following text pasted directly onto the site plan: My name is _______ and I am the owner of property at _______. I have reviewed the site plan and have no objection to the structure being located _ feet from the property line. Signature: _______ Date: _______ 5.
