This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval. GENERAL REQUIREMENTS: The City of Tucson adopted the 2018 IRC with amendments on 1/1/2019. Show the current code reference on the plans. Show compliance with the Inclusive Home Design Ordinance adopted by the City of Tucson Ordinance #10463 on 10/16/2007. Notate accessible route, minimum door width, changes in floor elevation, door hardware, electrical outlet reach range, grab bar reinforcement, etc. SITE PLAN: 1. Show the location and size of buildings, utility meters and gas, water, electrical, and sewer, R106.1.1. Each dwelling requires an appropriate source of electrical and water supply. Show the location and size of lines with connection points, R106.1.1. Identify the utility lines requiring upgrade or replacement. PLANS: 1. Notate a cool (white) roof finish as required by the ADU provisions. 2. Show a maximum ½” floor elevation changes at a notated accessible route entrance on the floor plan, R106.1.1. Include all threshold conditions for a route from the exterior into the living space. PLUMBING PLANS: 1. Provide complete plumbing plans showing 2018 IRC compliance, R301.1. 2. Tucson Water Department limits flow rates for each water meter size in compliance with P2903.7. Show an appropriate yard pipe for supporting the existing and proposed dwellings and show an appropriate water meter size. 3. Show an individual accessible water supply shut off and water heater for the proposed dwelling unit, P2903.9.1. MECHANICAL PLANS: 1. Provide complete mechanical plans showing 2018 IRC compliance, R301.1. 2. Show the HVAC system size for the building demand in accordance with M1401.3, M1601.1. 3. Provide (an HVAC system with fresh air intake) whole-house mechanical ventilation with controlled exhaust, R303.4; N1103.6 & M1505.4. Show the minimum airflow rate setting and location of the device requiring this adjustable setting. A one bedroom dwelling under 1501 SF requires a 30 CFM continuous setting. 4. Provide demand calculations in accordance with Manual J/S/D standards, M1401.3, M1601.1. Systems shall be sized in accordance with Manual S based on building loads calculated in accordance with Manual J and duct systems sized in accordance with Manual D. ELECTRICAL PLANS: 1. Provide a Riser Diagram showing a sub panel and feeder size for proposed dwelling unit, NEC 225.30, E3403, Table E3704.2(1). 2. Designate the circuit number at the location of each light fixture, receptacle, appliance, and equipment disconnect switch, E3404.12. 3. Provide a panel schedule showing panel size, circuit numbers, ampacity, wire size and general description, E3404.13 & E3706.2Provide proposed wiring details showing code compliant device locations and circuit sizes. 4. Show at least one wall-switch-controlled lighting outlet providing illumination on the exterior side of each egress door having grade level access R3903.3. 5. Notate interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights and smoke detectors with combination type arc-fault circuit interrupters, E3902.16. OUTDOOR LIGHTING CODE 1. Show the proposed fixture as full cut-off FCO style or provide an Outdoor Lighting Calculation including all exterior fixtures on the property for determining exterior lighting limits. Show full cutoff fixtures were located within 25 feet from the property line OLC 401.3.3. INTERNATIONAL ENERGY CONSERVATION CODE: 1. Energy Certificate: (Mandatory) place near the indoor furnace or in utility room, N1101.14. Add notation to plans. | 05/07/2024 | Site Zoning | REQUIRES RESUBMIT | Provide a plan set that addresses the comments from the previous review, completed on Jan 24, 2024 ZONING REVIEW TRANSMITTAL FROM: Wyatt Berger Lead Planner PROJECT: TC-RES-0124-00382 1803 East 13th Street – R-2 Second dwelling unit (1st Review) TRANSMITTAL DATE: January 24, 2024 Please resubmit revised drawings with a detailed response letter stating how all Zoning Review Section comments were addressed. 1. Provide a site plan that meets the residential plot plan requirements found at: https://www.tucsonaz.gov/files/sharedassets/public/v/1/pdsd/documents/permits/residential-permits/residential_plot_plan_requirements.pdf. At a minimum, the site plan shall: a. Be drawn at an engineering scale (i.e., 1’ = 10’); b. Indicate the name of the owner and the property address; c. Show the square footage of the lot, existing dwelling, existing accessory structure, proposed structure, and total under roof area; d. Provide a lot coverage calculation, which includes the area of the site covered by buildings, outdoor storage areas, and driveways, whether paved or unpaved; e. Provide the height of each proposed exterior wall; and f. Show dimensions from the centerlines of 13th Street and Martin Avenue to the curb locations, and dimensions from the curb locations to the property line locations (refer to page of paving plan I-531: https://maps-and-records.tucsonaz.gov/construction-plans/details/I-531). 2. The existing fence depicted on the site plan appears to have been constructed without a zoning compliance review. Indicate the height of the fence on the site plan. The maximum height of a solid fence along a property line is six feet (UDC 6.6.2.I). 3. Indicate property line locations to determine the required perimeter yard setbacks. Setbacks are based on a measurement from the design grade elevation to the highest point of an exterior wall (see UDC 6.4.5.B and Figure 6.4.5-A). Per Tucson Unified Development Code (UDC) Table 6.3-2.A, when a residential use is adjacent to a residential zone, the required setback is six feet or 2/3 the height of the exterior wall, whichever is greater. Per UDC 6.4.5.C.1.b, where a lot abuts more than one street, the owner chooses which street lot line is the front lot line. From other the front lot line, the side street setback is ten feet, as measured from the street property line. For carports and garages which face the street, the minimum required street setback yard is 20 feet regardless of the street. 4. Clarify on Sheet A-2.1 which drawings face east, west, north, and south to determine perimeter yard requirements for each elevation. 5. As a second dwelling unit is proposed, two on-site motor vehicle parking spaces are required for the overall site (UDC Table 7.4.4-1). Indicate the location of the parking space required for the existing residence on the site plan. 6. Show the existing detached accessory structure on the site plan. Additionally, clarify whether this structure will remain or be demolished. The structure appears in aerial photography as early as 1958. Buildings, portions of buildings, or structures that are 50 years of age or older must be architecturally documented prior to demolition. Documentation shall be reviewed and approved by the City Historic Preservation Office prior to zoning approval of TC-RES-0124-00382.
