This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval. PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2018 IRC code compliance with component sizes. The plans require sufficient detail for demonstrating an awareness of minimum building code compliance for passing all progress inspections. Consider using a design professional if unfamiliar with construction documentation. Separate the submitted files with construction plans and support documents in different files. Place sheet numbers on each sheet of construction plans. Provide a clear and concise construction plan set. Sample plans are available at https://www.tucsonaz.gov/Departments/Planning-Development-Services/Permits/Residential-Permits SITE PLAN: Provide a site plan showing dimensions of proposed or altered buildings and utilities, R106.1.1. Include the laundry and storage addition. Show the location of all utility lines from property line to building(s) along with required alterations. FLOOR PLAN: Provide a floor plan showing each proposed room with labeled function and dimensions. Show door locations and window sizes with type identified as XO or SH. STRUCTURAL PLANS: 1. Provide complete structural (roof framing) plan showing compliance with the IRC for the laundry and storage addition or provide an Arizona structural engineer plan set showing performance compliance, R301.1. Show all proposed repairs and alterations with 2018 IRC compliance, R301.1. SECTIONS - DETAILS: 1. Provide a structure section showing existing and proposed features including a foundation, sills, anchoring, framing, sheathing and insulation, R106.1. Include section details of both the enclosed garage vehicle door area and the laundry and storage addition. 2. Show a complete cross-section detail of the new exterior wall, R106.1.1. Show the minimum 12” x 12” continuous #4 rebar reinforced footing, R403.1. Show with dimensions the exterior wood siding, insulation, interior sheathing, and pressure treated sill anchored with ½” x 10” bolts. Show the wall assembly with a 6” clearance above the ground or 2” clearance above an exterior concrete surface, R317.1 item 5. 3. Clarify the placement of ceiling/roof insulation for determining the need for attic ventilation, R806. Attic space outside of the thermal barrier requires a ventilation calculation for showing the attic vent opening size using 1 to 150 of attic area in compliance with R806.2 or an unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38. 4. Show the cross-section detail with appropriate wall insulation, N1102.1. A 2x4 framed cavity may accept R-13 batt insulation whereas a 2x6 cavity accepts R-19. PLUMBING PLANS: 1. Provide complete plumbing plans showing any changes with 2018 IRC compliance, R301.1. 2. Tucson Water Department limits flow rates for each water meter size in compliance with P2903.7. Show an appropriate yard pipe for supporting the existing and proposed dwelling units. 3. Show an individual accessible water supply shut off and water heater for the proposed dwelling building, P2903.9.1. MECHANICAL PLANS: 1. Show heating/cooling facilities in all habitable rooms, R303.9. 2. Provide demand calculations in accordance with Manual J standards for the enclosed garage, M1401.3, M1601.1. ELECTRICAL PLANS: 1. Provide a Riser Diagram showing a sub panel and feeder size for proposed enclosed garage, NEC 225.30, E3403, Table E3704.2(1). 2. Designate the circuit number at the location of each light fixture, receptacle, appliance, and equipment disconnect switch, E3404.12. 3. Show a smoke alarm in each bedroom and outside the doorway in the immediate vicinity, R314.3. 4. Show receptacle outlets at wall spaces 2’ or more with no wall point (exclude door openings) more than 6’ from a receptacle outlet, E3901.2. 5. Show Bathroom receptacles with a separate 20 AMP dedicated circuit, E3703.4 and E3901.6. 6. Show at least one wall-switch-controlled lighting outlet providing illumination on the exterior side of each egress door having grade level access R3903.3. 7. Notate interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights and smoke detectors with combination type arc-fault circuit interrupters, E3902.16. INTERNATIONAL ENERGY CONSERVATION CODE: Provide insulation details minimum (R-13 walls and R-30 small additions or otherwise R-38 ceiling) showing code compliant placement of materials and ratings, N1101. Windows require a solar heat gain of 0.25 or better. OUTDOOR LIGHTING CODE Show the proposed fixture as full cut-off FCO style or provide an Outdoor Lighting Calculation including all exterior fixtures on the property for determining exterior lighting limits. Adjustable security light fixtures are unshielded, not FCO. Show full cutoff fixtures were located within 25 feet from the property line OLC 401.3.3. A single-family residence is permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.6,9,10. 1. COMMENT: Provide a site plan that meets the Residential Plot Plan Requirements. An example can be found at: https://www.tucsonaz.gov/files/sharedassets/public/pdsd/documents/permits/residential-permits/residential_plot_plan_requirements.pdf Clearly demonstrate the property dimensions and the location of the structure to the property lines. 2. COMMENT: On the site plan clearly identify the additions to the existing structures. 3. COMMENT: Per UDC Article 6.6.3.E, The total gross floor area (gfa) of all accessory structures shall not exceed 50% of the gfa of the principal structure. As shown on the site plan, the square footage provided for the existing garage and proposed expansion exceed 50% gfa of the principal structure of the property. A Board of Adjustment Variance process will need to be applied for and approved to allow for the proposed addition to the existing garage. Alternatively, the garage can be connected to the main house through a structural element that is at least 5 feet wide and can support a 20 pound live load. If the existing garage and proposed addition to the structure can be connected to the main house through the above described structural element a Variance will not be required.
