PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2018 IRC code compliance with component sizes. The plans require sufficient detail for demonstrating an awareness of minimum building code compliance for passing all progress inspections.

SITE PLAN:

Provide a site plan showing dimensions of buildings and utilities, R106.1.1. Show the location of all utility lines from property line to building(s) along with required alterations. Include the utility lines to the proposed building.

SECTIONS - DETAILS:

1. An unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38 or R-30 when extended over the wall top plate for additions under 500 SF. Identify each layer on the plan.

PLUMBING PLANS:

1. Tucson Water Department limits flow rates for each water meter size in compliance with P2903.7. Show an appropriate yard pipe for supporting the existing and proposed dwelling units.

MECHANICAL PLANS:

1. Show heating/cooling facilities in all habitable rooms, R303.9. Include the bedroom.
2. Update the whole-house mechanical ventilation description, R303.4; N1103.6 & M1505.4. A one-bedroom dwelling space less than 1500 SF requires a 30 CFM continuous setting. Identify the continuous rated fan device or fresh air system.

ELECTRICAL PLANS:

1. Provide a Riser Diagram showing a sub panel and feeder size for proposed dwelling unit, NEC 225.30, E3403, Table E3704.2(1).
2. Show a smoke alarm in each bedroom and outside the doorway in the immediate vicinity, R314.3.

Please resubmit revised drawings with a detailed response letter stating how all Zoning Review Section comments were addressed.

1. Clarify whether the project is considered an accessory dwelling unit (ADU) or a sleeping quarters. An ADU may include a kitchen, bedrooms, bathrooms, and a sitting room (UDC 6.6.3.B). Per a Zoning Administrator’s determination dated May 29, 1996, for the construction to not be considered a dwelling, the project is limited to having a refrigerator that can fit below a sink counter, a wet bar sink, and no cooking facilities.

If an ADU is proposed, the revised plan set shall demonstrate compliance with all the requirements of UDC 6.6.3. Impact fees will also be incurred if an ADU is proposed. If a sleeping quarters is proposed, demonstrate how the site complies with use-specific standard 4.9.7.B.7 below.

For any new single-family dwelling in the R-1 zone with five bedrooms, three parking spaces are required. For every bedroom over five, one additional space is required for each bedroom. For all single-family dwellings in the R-1 zone with five or more bedrooms, all parking spaces may be located on-site, either in a side or rear perimeter yard. Parking spaces may not be located in a vehicular use area in any front street perimeter yard. A parking area is not required to be developed to a commercial standard. A dustproof parking surface is required to at least a minimum of two inches of compacted pea gravel. An existing covered residential parking area may be used.

2. Show all structures on the site plan. At least three detached accessory structures appear in the rear yard beginning in 2022. A Zoning compliance review was not obtained for these structures. These structures also do not appear to meet perimeter yard requirements. If these structures are to remain with reduced perimeter yards, provide signed neighbor’s setback waivers from the owners of 702 West Valencia Road and of 609 West Santa Louisa Street. The waivers are required to be pasted on the site plan and shall include the following language:

3. Per UDC 6.4.5.C.1.b, where a lot abuts more than one street, the owner chooses which street lot line is the front lot line. From other the front lot line, the street perimeter yard is ten feet, as measured from the street property line. The proposed side street perimeter yard is 7’-0” as measured from the east property line.

If the required side street perimeter yard cannot be reasonably met, Design Development Option (DDO) approval is required to reduce the side street perimeter yard.
