PLAN REVIEW COMMENTS

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide an updated complete plan set with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet Zoning and other departmental requirements, conditions and concerns before permit approval.

SITE PLAN:

1. Show the location and size of buildings, utility meters and gas, water, electric and sewer or septic lines from property line to building, R106.1.1. Identify the utility lines requiring upgrade or replacement.

SECTIONS - DETAILS:

1. Clarify the placement of ceiling/roof insulation for determining the need for attic ventilation, R806.
2. Attic space requires a ventilation calculation for showing the attic vent opening size using 1 to 150 of attic area in compliance with R806.2 or an unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38.
3. An unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38 or R-30 when extended over the wall top plate for additions under 500 SF.
4. Show a roof design with insulation types for meeting the condensation control requirement and the minimum total insulation value of R-38 (Two layer system). Consider adding a layer of batt insulation (R-8 foam plus R-30 batt) or increase the amount of spray foam from the minimum R-5 to total requirement of R-38 (One layer system).
5. The installation of a fiber glass shingle on roof surfaces over unvented attic space may void the standard manufacturer’s warranty. Show compliance with R806 by showing the requirement for a shingle with appropriate manufacturer’s warranty.
6. Gable ventilation is not appropriate with insulation applied at the roof sheathing, R806.1. Remove the gable vents or notate “non-functional – decorative only”. Also, notate wall insulation applied at the interior side of the gable wall.
7. Eave ventilation is not appropriate without attic space, or rafter cavity space between insulation and roof sheathing, R806.1.
8. Attic space requires a ventilation calculation for showing the attic vent opening size using 1 to 150 of attic area in compliance with R806.2. Provide appropriate upper and lower space vents when applying the reduced area calculation.
Account for the existing attic space if removing or blocking existing vents.
9. Revise the area calculation to include the entire dwelling and existing vents. Show the amount of eave ventilation for achieving the minimum required vent opening when applying the reduced calculation, R806.5.
10. Show air-permeable insulation directly under the air-impermeable insulation without air gaps, R806.5.5.1.3.
11. Show a minimum 1” ventilation clearance between ceiling insulation and roof sheathing over the wall and eave area if eave vents are used, R806.3. This may be accomplished w/ baffles.
12. Provide access between attic spaces of a minimum 22” x 30” opening, R807.
13. Show location and method of flashing all wall and roof intersections, R903.2.1.
14. Notate and specify a complete roofing system: Roof sheathing, size (1/2” OSB) and method of installation (moisture barrier, flashing, etc.), R905.
15. Detail masonry fireplaces. Provide dimensioned and notated sections and firebox plan. State the size of the hearth (R1001.10), footings (R1003.2) and flue (R1003.15). Notate and detail anchorage tie straps fastened to a minimum of four joints with 2-1/2” bolts embedded into masonry and engaging the outer reinforcing bars with a 6” hooked extension. See Table and Figure R1001.1.
16. Show a 2” clearance to combustible materials, R1001.11.
17. Provide fire blocking between chimney chase and attic area, R1003.19 & 602.8.
18. Show chimney crickets (width over 30”), R1003.20.
19. Identify factory-built fireplace compliance with R1004 and chimney compliance with R1005.
20. Notate and size all roofing drains and scuppers for flat roofed areas, R903.4. A 4” minimum width is required for the area served at a 3 in/hr rainfall rate, UPC 1101.11.2.1 & Table 11-1, IPC 1107.3.

PLUMBING PLANS:

1. Provide the water pipe diameter between the meter and shut off valve in compliance with P2903.7. A minimum 1” service pipe is required for supplying water to more than 9.5 fixture units.

MECHANICAL PLANS:

1. Provide demand calculations in accordance with Manual J standards, M1401.3, M1601.1. Systems shall be sized in accordance with Manual J calculations. Notate the mechanical plans if system calculations will be provided by deferred submittal.

ELECTRICAL PLANS:

1. Show two or more 2O AMP small appliance circuits at the kitchen countertop receptacle outlets; they may also serve the breakfast room and dining room, but not other locations, E3703.2 and E3901.3.
2. Protection of all interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights and smoke detectors requires combination type arc-fault circuit interrupters, E3902.16.

OUTDOOR LIGHTING CODE

1. Show the proposed fixture as full cut-off FCO style or provide an Outdoor Lighting Calculation including all exterior fixtures on the property for determining exterior lighting limits. Adjustable security light fixtures are unshielded, not FCO.

1961 W HAYWOOD PL Zoning R-2

TRANSMITTAL DATE:‎February 1, 2023

COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

1.COMMENT: Draw dimension and label the height of the new structure measured from design grade to top of wall. Provide a scale on the elevation drawing.
The minimum setback is the greater of six (6) feet, or two-thirds (2/3) the height of the structure’s wall facing each interior property line (Table 6.3-2.A). Based on a proposed wall height of 10’-0” the required perimeter yard setback from the proposed addition to the east property line is 6’-8”, the proposed setback is 6’-0”. A Design Development Option (DDO) will need to be processed and approved to reduce the setback. DDO application and requirements can be found at: https://www.tucsonaz.gov/files/pdsd/forms/DDO_for_Setback_and_Height_UDC_8.11.20.pdf. If you have questions about the DDO application or process please contact Mark Castro at Mark.Castro@tucsonaz.gov.

Additional comment may be forthcoming.

02/01/2023 Zoning Modifications - DDO REQUIRES RESUBMIT The Zoning Review Section has identified that Design Development Option (DDO) approval is necessary to reduce the required setback from 6'-8" to 6'-0", as measured from the east lot line. A completed DDO application may be submitted as "Additional/Supporting Documentation" under assigned permit number TC-RES-0123-01897. The DDO application may be found here: https://www.tucsonaz.gov/files/pdsd/forms/2019_DDO_for_Setback_and_Height_UDC.pdf.
