Definition: For the purpose of this policy, a Registered Plant is a person, firm, or corporation regularly employing one or more qualified tradespersons in the building, structure or on the premises owned or operated by the applicant for the permit. See Annual Permit, Sections 105 of the International Building Code (IBC).

Qualifications: In addition to meeting the general description above, a Registered Plant shall employ a full-time or contract architect and/or engineer registered in the state of Arizona who shall be directly responsible for compliance with this policy and all applicable codes as adopted by the City of Tucson.

Scope: Registered Plants are exempt from the permitting requirements of Section 104.2 of the IBC, for work on existing buildings, structures and utilities accessory thereto that does not increase the floor area or height or cause the change of use or character of use for which a new certificate of occupancy would be required. This exemption is limited to buildings owned or leased by the Registered Plant and under the direct control of the holder of the registration. Said buildings or structures qualify for this exemption after the Certificate of Occupancy has been issued for the structure and all interior improvements covering the initial plant occupancy. This exemption shall not be construed to waive any requirements of this policy and compliance with all applicable codes as adopted by the City of Tucson. The Plant Registration is non-transferable.

Exception: A Registered Plant is not exempt from permits and inspections for fire protection systems regulated by the Fire Code.

Application: To obtain registration, the applicant shall apply through TDC-Online (weblink). Every such application shall include:
1. The specific name of the plant for which registration is requested.
2. Describe the property to be included under the registration by address and other description that will readily identify and definitely locate the buildings and structure to be included under the registration.
3. The name of the individual who has the authority to act on behalf of the plant owner(s).
4. The name, signature, and stamp of the registered architect and/or engineer who will be responsible for any work performed under the Plant Registration. Registered Plant Registrant Identification form

Validity of Registration: Registration shall be valid only as long as the named architect and/or engineer remains under contract or is employed by the Registered Plant in an active and full-time capacity. If the registered architect and/or engineer terminates contract or leaves the employ of the Registered Plant, registration is suspended until another registered architect and/or engineer is assigned the responsibility for work performed under this registration. The Registered Industrial Plant shall notify the Building Official immediately and shall call for inspections of any work in progress in accordance with Section 110 of the IBC. Before any new work commences while registration is invalid or suspended, permits and inspections shall be obtained.

Work report and Inspections: A report of all work done under the plant registration shall be prepared by the registered architect and/or engineer and submitted annually to the Building Official together with any plans or working drawings for alterations to buildings or utilities covered by this policy. Provided documents must be submitted in electronic form as a revision to the corresponding year’s registered plant number.

Work requiring permits: Work involving any of the below items may not be performed under the Registered Plant Permit and will require the application and issuance of a separate building permit.
1) Creates a different Occupancy Group as defined by the IBC Chapter 3 for all or any portion of the building
2) Creates a different Building Type as defined by the IBC Chapter 6 for all or any portion of the building
3) Adds, alters removes or penetrates required fire walls or fire barriers for area separation, occupancy separation, or exterior wall construction.
4) Adds, alters, removes, or penetrates exit courts, exit passageways, or horizontal exits.
5) Provides for the relocation of more than five sprinkler heads
6) Modifies load bearing structures.
