| 10/07/2026 | Residential Engineering | REQUIRES RESUBMIT | Permit Activity Number: TC-MDP-0726-00612 (1st Review) Project: Residential Model Permit Location 3122 E Flower St Review Date:10/07/2026 Reviewer: John Mounsey – Engineering Associate - Residential Engineering Reviewer Contact: John.mounsey@tucsonaz.gov Residential Engineering comments are as follows: Floodplain and Grading Plan: 1. The project is located within the City of Tucson Floodplain associated with Christmas Wash and will require an elevation certificate. A licensed Arizona Civil Engineer must prepare, sign, and stamp a grading plan in accordance with the City of Tucson Technical Standards Manual (TSM) Section 2-01.0.0. On the grading plan please add/update the following: 2. Update Proposed Grading: Proposed contours and/or spot elevations throughout the site, including at all building corners, parking areas, and drainage structures. 3. Update Grading Calc: Total disturbed area (in cubic yards) and total cut and fill quantities currently shows 0 CY. 4. Floodplain Compliance: A base flood elevation (BFE) was calculated using the Christmas Wash HEC-RAS cross sections for the proposed structure. The BFE was determined to be 2422.3-FT NAVD 88, therefore a minimum finished floor elevation (FFE) of 2423.3-FT NAVD 88, would be required. The engineer on record provided a value differing from our determination, therefore, justification for a lower FFE would be accepted with a hydrology report. ELSE, update the plan set to the provided BFE and FFE. 5. Show Elevations: provide the BFE and revise (or justify) the FFE. Show elevations on the building footprint. 6. Update Grading Note 3: states that cut and fill will not encroach into floodplain; since the entire site is within floodplain this is a false statement. Please adjust accordingly. 7. Update Grading Notes: many items are not relevant to this project – additional notes should be removed. 8. A floodplain use (FPU) permit with elevation certificate has been started for the project (TE-FPU-1026-00413). Follow the instructions related to the FPU permit. Additional Site Items: 9. Note in boxes: The third box on page two, “MIDDLE HOUSING PER UDC US SPECIFIC STANDARDS 4.9.7.B.6 & .9 – 2 NEW DUPLEXS PROPOSED TOTAL 4 UNITS.” Please revise to reflect what is submitted in the plans. 10. Existing Fence: Call out on North AND East property lines show “(E ) STEEL CHAIN LINK FENCE AND GATE.” It shall be noted that the fence has been removed during related demo permits (TC-DMO-0725-0015 & TC-DMO-0725-00159). Remove callout from the plans. Additionally, new fences/walls will need to be reviewed for floodplain compliance prior to installation. |

| 09/24/2026 | Residential Zoning | REQUIRES RESUBMIT | PDSD TRANSMITTAL FROM: Drew Szentesy Planner PROJECT: TC-MDP-0726-00612 3122 E FLOWER ST TUCSON, AZ 85716 New Duplex TRANSMITTAL DATE: 09/24/2026 This site is located within the R-2 Zone (UDC 4.7.9). A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.6, .8, & .9. RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Correct plans, as noted in the comments below, along with a response letter indicating how all Site Zoning comments were addressed. 1. Please include two trees on this property. Over 1000 square feet of dwelling space requires 2 trees per our residential landscape code 7.6.8: https://middle-housing-cotgis.hub.arcgis.com/pages/Residential-Landscaping-Code 2. Please update the landcover to include plants and not hydroseed. The species mentioned are acceptable. It was confirmed with landscaping that hydroseed is not an acceptable groundcover option. 3. The 4’ wide accessible path requirements from the City of Tucson Inclusive Home Ordinance are not necessarily ADA compliant for residential code. The width and code references are all correct, but we would recommend not claiming ADA compliance in the label unless you are sure it would be. 4. Please update lot coverage calculations by showing the following and ensure the vehicle use area is included in coverage: a. Show square footage of the parcel b. Total square footage of all enclosed structures c. Total square footage of all vehicular use areas d. Add a lot coverage calculation, which is the percentage of the site occupied by enclosed buildings and vehicular-use areas (including the driveway) 5. On the second page it says "MIDDLE HOUSING PER UDC USE SPECIFIC STANDARDS 4.9.7.B.6, .8, & .9 -2 NEW DUPLEXS PROPOSED TOTAL 4 UNITS". Please confirm that only 2 units are proposed at this time. Our full site plan can be found here for reference: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Permits/Plan-Examples/Site-Plan-Examples The Unified Development Code (UDC) can be found at: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Codes/Zoning-Code For questions regarding Zoning comments, please contact me at: Drew.Szentesy@tucsonaz.gov |
