This letter reflects comments to be addressed to ensure final approval from Site Engineering. To help speed up your resubmittal and facilitate shorter review timelines, please include a response letter along with your updated plans and any supporting calculations. In your response letter, address each comment individually and explain what changes were made and where they can be found in the plans. Please do not mark or highlight changes in the drawings at this stage — revision markups are only used after a permit has been issued. Submit your response letter and updated plan set as two separate files. Site Engineering Review Comments: 4. Refer to Site Zoning comment #1 – If commercial development is to be pursued, please follow the pre-application process provided. a. If Middle Housing is to be pursued, please follow the following comments, 5. Provide applicable perimeter fencing/wall information for all new fence/walls proposed to ensure the properties function as independent sites. 6. The City of Tucson Inclusive Home Design Ordinance requires all new dwellings — including ADUs, single-family residences, and duplexes — to provide an accessible route connecting the public street, sidewalk, or driveway to an accessible entrance of the home. This pathway must be shown, dimensioned, and labeled on the plans. What this means in plain terms: There needs to be a clearly defined, walkable path from where a person arrives (the street, sidewalk, or driveway) all the way to a usable door of the home — one that someone using a wheelchair or mobility aid could navigate without barriers. An exterior accessible route that shall conform to 2017 ICC A117.1 Sections 402 and 403 and City of Tucson Inclusive Home Design Ordinance. The current plans to no reference a material nor show a connection to ROW sidewalk or Parking area proposed. A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 - .9. RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Please correct plans, as noted in the comments below, along with a response letter indicating how all Site Zoning comments were addressed. 1. This project is proposed as ‘Middle Housing’ yet is not considered as such. When two lots share a driveway, they are considered one site. Each lot proposes a 4-plex, meaning that the overall site contains 8 units. Per UDC 11.3.7., the definition of Middle Housing includes “ A building or buildings with two to four dwelling units on a site, including townhomes, excluding Accessory Dwelling Units.” Anything over 4 units is considered a multifamily development and the Middle Housing designation is lost. The solution is that each lot has its own designated driveway access and is separated by fencing or screening. The driveway shown straddles the lot lines between the subject lot and the lot to the west. A 10’ driveway may suffice for this project. If a commercial development is desired, a pre-application conference is recommended. The following comments are intended as a residential and not a multifamily zoning review: 2. If seeking a parking waiver, on-site parking is not required. If on-site parking is desired, the City’s Department of Transportation and Mobility (DTM) ( email DTMpermits@tucsonaz.go ) would be the team to discuss individual driveway access for each lot. They will be added into the next review cycle. 3. Provide screening, fencing or walls to separate the fourplex from the neighboring fourplex. 4. Revise the landscape plan. Much of the information is on the site plan. Show the square footage of where the ground cover will be located and specify the plant names that will be used as the landscape notes are broad and more code-focused. In addition, provide 50% of the required trees in the front yard setback. During the review of the Kostka Minor Subdivision, Lots 1-4 by the City’s Landscape Architect, the subdivision was approved with the condition that an NPPO (Native Plant Preservation Plan) would be provided prior to development.
