| 06/16/2026 | Residential Zoning | REQUIRES RESUBMIT | PDSD TRANSMITTAL FROM: Erick Bieber Planning & Development Services Department – Zoning Review Section PROJECT: TC-MDP-0526-00289 3415 E 1st St, Tucson, AZ 85716 Residential Model Permit (1st Review) TRANSMITTAL DATE: June 16th, 2026 This site is located in the R-3 zone (UDC 4.7.12). Middle Housing is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.6 & 11-14. RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Correct plans, as noted in the comments below, along with a response letter indicating how all Site Zoning comments were addressed. 1. (Comment) Per UDC 7.6.8, all new residential developments consisting of 1-4 units require basic native, drought resistant landscaping to be added to the site plan. a. Per UDC 7.6.8.A.1, one canopy tree is required for every 1,000sqft of GFA of the development project. This project will only need 8 trees. b. Per UDC 7.6.8.A.2, 5 feet of vegetative groundcover is required for the width of the street frontage, minus the width of the curb cut. With a street frontage of 112sqft, this project will need at least 560sqft of vegetative groundcover in the front yard. Please show and dimension this area on the site plan. c. Provide plant species for both the vegetative groundcover and canopy trees to ensure that they are ADWR Low Water Use approved plant species. See the link below to learn more about approved plant species. d. Existing landscaping may be used to meet landscaping standards but must be indicated and labeled on the site plan. To learn more about the new residential landscaping code, please visit the following link: https://middle-housing-cotgis.hub.arcgis.com/pages/Residential-Landscaping-Code 2. (Comment) Middle Housing is subject to use-specific standard 4.9.7.B.12. Per 4.9.7.B.12, front yards are permitted one driveway no more than 20 feet in width and no more than 400 square feet of additional vehicular use area. The current plans show more than 400 square feet of additional vehicular use area in the front yard. Please adjust the plans to conform with 4.9.7.B.12 by reducing the size of the vehicle use area in the front yard. 3. (Comment) If the four required parking spaces cannot fit on site, 4.9.7.B.12 also allows on-street parking to count towards the required parking. Alternatively, the required parking can be waived if the site is within ¼ of a public transit route or a bikeway. Add a note on the site plan if either of these options are utilized. 4. (Comment) Additional comments may be forthcoming on the next review based on responses to Zoning and other PDSD reviewer comments. The Unified Development Code (UDC) can be found at: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Codes/Zoning-Code For questions regarding Zoning comments, please contact me at: Erick.Bieber@tucsonaz.gov |
