Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. For facilitating a shorter review time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. Provide a response letter addressing each comment with location of change on the plans. Submit the separate response letter and plan set files.

Site Engineering Review Comments:
1. The plans callout a wall and gate, provide dimensioned construction details for the proposed new walls and gates proposed. For the keynote, ensure to include intended wall material & height.
2. The plans show the site walls, is a perimeter wall/fence intended as well regarding the Southwestern property boundary? If so, please make that clear on the plan set resubmission.
3. Revise the legal description provided – the property in question is Mortimore Lot 1 BLK 22
4. Address all of Site Zonings comments

05/07/2026 Residential Zoning REQUIRES RESUBMIT PDSD TRANSMITTAL

FROM: Roxanne Johnston
Planner

PROJECT: TC-MDP-0426-00248
5302 S Madison SV. Unit 3, AZ 85706
SFR (1st Review)

TRANSMITTAL DATE: 05/07/2026

This site is located within the R-1 zone (UDC 4.7.8). A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 - .9.

RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Correct plans, as noted in the comments below, along with a response letter indicating how all Site Zoning comments were addressed.

1. Please provide a basic project description, something similar to, “New single-family residence.”

2. Highlight or label the SFR so that it is the focus of the plan review and provide a statement that the other units are being reviewed through separate permits -three units are shown, but no indication of which unit is under review is provided.

3. Although this application is in relation to a single family residence (SFR), the overall proposal includes 2 accessory dwelling units (ADUs) which need to be considered during this review. The proposed SFR will need to be approved and constructed prior to final inspection of the related ADUs since it would be the primary structure on the lot. Per Unified Development Code (UDC) 6.6.2.B., an accessory building shall be built only on a lot occupied by a principal building or use.

4. Please either submit an application for a Board of Adjustment Variance requesting that the ADUs be in front of the primary residence www.tucsonaz.gov/Departments/Planning-Development-Services/Planning-Zoning-Applications/Zoning-Administration#section-2 , or resubmit the plan set to include the ADUs attached to the existing primary residence. Per UDC 6.6.3.C., detached accessory buildings, including ADUs, are not permitted in the buildable area extending the full width of the lot between the principal building and the front street lot line […].

5. Revise all perimeter setbacks shown on Sheet A.01. Per UDC Table 6.3-2.A, amended via Ord. No. 12219, the front yard setback remains 20’ for the R-1 zoning, and the side and rear setbacks (for interior lots) are now 5’. Sheet A.01 shows a 6’ setback for all sides.

6. Revise the parking area within the 20’ front yard setback. UDC 4.9.7.12 is an addition to the new code amendment (link shown below under Ordinance No. 12219, an amendment to the UDC) which states " Front yards are permitted one driveway no more than 20 feet in width and up to 400 square feet of additional vehicular use area.” This allows for up to 2 parking spaces in the front yard, only, with the other 400’ being used for maneuverability only.

Per UDC 6.6.3.B.3., parking is not required for the ADUs.

7. Revise the Lot Coverage Calculations to reflect the reduction in vehicle use area.

8. Revise the Site Plan Keynotes to reflect only one concrete apron as the site may only contain one.

9. Show and label the 5’ utility easement along the north property line as shown in the Mortimore Addition plat at https://onbase.pima.gov/publicaccess/DS_NextGen_Single/etc/cq/results.html?cqid=240&OBKey__552_1=10013 .

10. Either include details for the walls/fencing (linear feet, height, construction materials) to be included under this Permit (TC-MDP-0426-00248), a building permit for one of the ADUs, or apply for a separate permit.

11. Submit a landscape plan. This need not be a separate plan and can be demonstrated directly on the site plan. Ordinance No. 12219 went into effect January 1, 2026. This ordinance addresses an amendment to the UDC. Per UDC 7.6.10., landscaping is required for all new single family residential, middle housing development, and accessory dwelling units. Please refer to the following links including Ord. No. 12219 for landscape requirements: https://middle-housing-cotgis.hub.arcgis.com/pages/Residential-Landscaping-Code , which is a breakdown of the landscape requirements, and https://www.tucsonaz.gov/files/sharedassets/public/v/1/pdsd/documents/middle-housing/middle-housing-ordinance-clean.pdf , the full amended ordinance.

12. Include name of property owner.

13. The site lies within the Airport Height Overlay Zone 1. Please add this information.

14. Additional comments may be forthcoming depending on responses to zoning review comments and plans submitted for the next review.

Amendment to the UDC via Ordinance No. 12219, effective 01/01/2026: https://www.tucsonaz.gov/files/sharedassets/public/v/1/pdsd/documents/middle-housing/middle-housing-ordinance-clean.pdf
